Inkwell Ideas has a free version of both Hexographer and Dungeonographer. I love both pieces of software, planning on getting the pay version. They're a steal at $30 each.
Set the cells in excel to resemble squares and by using boarders and fill colours you can mash out something similar.

I don't need a super fancy, expensive graphics pack that allows me to make super-detailed dungeon maps online. Essentially, I'd like a program that looks close to the output of this website:

As you are looking for cheap...learn to use MS Paint as a Mapping Tool.
Scan a grid and using MS Paint make it the basis for your maps.
