The Game MAstery Guide has optional rules on permanent disabilities due to attributes hitting 0, presumably to address the same feeling of unfairness that bothers Andrew and Malag.
Last fall, I ran into a player who'd been told by a previous GM that his character suffered psychosis because his mental stats had dropped to 0. We checked here, and found out that those rules aren't part of the Additional Resources, and aren't in play in PFS OP.
