One question that I don’t believe that has been asked is since the booster packs are going back to multiple minis (at least with this set), are each of the four miniatures going to be bagged in each booster (similar to DDM), or will they all sit in a bubble (like in Heroes and Monsters)?

I know for the second market in purchasing singles, it will make it easier to buy knowing the miniatures remained ‘sealed’ (staying in bags). Also, I am sure it would make it easier on those selling the miniatures, as well, as people would more than likely want to buy a mini that was never taken out (of a sealed bag). Although, I have never been a seller.

Most of the wizkids packs come on a blister. Many of them are one blister with as many slots as needed for the minis, so a 5 inch piece of plastic with 4-5 slots for figures. This means that the minis can't rattle against each other in transit, minimizing damage.

As to the secondary market, Bags or no bags doesn't really matter on price. The DDM bags wasted space, so most collectors stripped the minis from the bags as they were opened, as it reduced the size of the storage needed by almost 15% in some sets. If you are buying a specific single, it usually means you forsee using it, so even if it is bagged, it won't be for long.

That a fair description of the Rise of the Runelords booster packaging—you open the box and slide out a tray that holds all of the figures.
