I have a character who was level 3 and had 8 exp. Two weeks ago I was running a mod with tiers 1-2 and 4-5 tiers. I assigned the DM credit to this character raising her to level 4.
Does the character get the items and gold of the 4-5 tier she is now or the the 1-2 she would have played if she had actually played the mod?

When applying a GM Reward to your PC, you get the reward for the subtier that your PC fits into. When your PC is in between tiers, you get the lower tier reward. At the time the Chronicle was applied to your PC he was level 3 so he gets the rewards for tier 1-2. I hope that answers your question.

You say the character gets the items and gold of the appropriate sub-tier, in this case sub-tier 1-2. However, you don't outright get any items as treasure, you turn them all in to the Society and then get access to purchase these items back, assuming you have enough gold on hand of course. Items listed on a chronicle are merely there to give you access to items if you don't yet have enough Fame to get access through your faction yet. The chronicle rewards are also the only way to get access to non-standard items - items created at higher caster levels than the minimum, partially charged wands, intelligent magic items, unique magic items, etc.
Again, just because it's on your chronicle doesn't mean you just get it! I assume you already know that and just worded the statement poorly, but some new players might misinterpret what you wrote.
