Well, Fantasy RPGs never factor in the power of mass production.
So in order to tone down you need to introduce speed bumps along this line.
I mean why doesn't everyone own magic items? Because they can't be mass produced some way or the other.
So if your players own like 30 magic towers then who lives there? Are all these Wizards happy to be treated as conveyor belt workers?
And even if that would be the case for some time, who buys all these magic items? Over saturating a market can happen very fast.
So simply apply some common sense to the rules and your players will follow suite. This is the easiest way to prevent abusing the rules.

It certainly is the most pragmatic means of such prevention.
But not necessarily the easiest. Players have to be willing to accept such common sense to be entered into the equation. Some if not many just want the rules to run like a computer program with no variation.
Granted I wouldn't prefer playing with such people - but the do exist, and such rules lawyering can be very counterproductive to the fun.
You have to have a DM that doesn't mind putting his foot down, and possibly aggravating one or more of the players, and possibly even replacing them - provided the DM is not comfortable or happy with the current style.
There's no wrong way to play an RPG - it's just a matter of finding enough like-minded players, and hopefully those that aren't are willing to modify w/o remorse a bit of their behavior to better fit in.
