Another suggestion:
Note that figments and glamers do not provide “substance” in any way. If an illusion is being used to cover something up, the illusion must be at least as big as the thing being covered.
Seeing through (or hearing through) an illusion requires a Standard Action (provoking AoOs) and a Perception Check against the illusion’s DC (range penalties apply to visuals, in some cases to sound). Will saves are no longer used. If the perception succeeds, you still don’t know what is being covered up, you just know you are looking at an illusion.
You could deduce you are looking at an illusion in any case – it doesn’t matter either way. If you walk into an illusion that isn’t covering something then you could find yourself inside the illusion looking out (of the shell of the illusion, don’t expect to see illusory internal organs).
This is consistent with the idea that figments and glamers are not assaulting your mind in any way (hence no SR). Hence, seeing past them should be a matter of perception, not will.
