Hi,
I have a quick question it maybe stupid but i will ask anyway.
I am building a Character for the Living game and i would like to know if the following is possible.
I understand that i can buy mundane equipment and certain magic items at anytime start and end of a adventures. I can also buy with my gold any items which i have found on the cronicle sheet for teired level.
So the question is how would i go about buying a Set of Golden Eagle Epualets costing 3000gp.
The items in on the list for purchase Chap 13. Does this mean if i am in an city/town/settlement ican buy this item or do i have to wait until it arrives on a sheet.

Check out pp. 24-25 of the Guide to Pathfinder Society Organized Play for the full explanation. Basically, you need three things in order to buy that item.
1. You need either a physical copy or printout from a legal PDF of the relevant page of Andoran, Spirit of Liberty. You not only need to own this, but you need to bring it with you every time you play this character in a PFS game.
2. You need to have a TPA score (see p. 25 of the Guide) of at least 13.
3. Your character needs to be in a town of at least 5,000 residents to purchase the item.

Since so many of the PFS scenarios start and/or end in Absolom, that one is usually no problem.
4. You need to have the 3,000 GP in your budget to afford them.

Now, for some clarifications:
Remember that your PC for Pathfinder Society must start at level 1, and only has 150 GP in his pocket at creation.
The list in Chapter 13, which has been replaced by the list on the Paizo web site at Additional Resources shows a list of items that are legal for purchase from various source books when your PC has both the TPA (Total Prestige Award) and actual GP to afford them.
Some of the items referenced in Additional Resources are mundane items, and are therefore always available (the masterwork backpack, for instance); but many are magic items which require having a certain TPA before you can purchase them...
Note that, if they are listed in the appropriate APL on one of your Chronicle Sheets, you can buy them as long as you have the money, even if you don't have sufficient TPA otherwise.
Appropriate APL means at the APL/sub-tier you played the adventure at or lower. So, if you played Module X at 1-2, only things in the APL 1-2 section could be purchased. If you play another module at sub-tier 4-5, things from both sub-tier 1-2 and sub-tier 4-5 would be available for your character's purchase.
Note that this is dependent on your PC group having found/defeated the source of the item(s) in question during the module.
Note that even if your party uses up a found item during game play, it will still be available on the CS, if it was listed there already. As an example, you could use up a Potion of Cure Moderate Wounds, and it will still be on the CS, but that, even if not used, a Potion of Cure Light Wounds won't be listed, since it is already an always available item.
Final note: Not all things on the Always Available list are, truly, always available. Pending a clarification from Mark and/or Hyrum, it appears that you cannot buy potions, scrolls, or oils before starting your first PFS game, since those are magical items, and the rule is you cannot buy magic items during character generation.
That, however, does not limit you from buying them at the start of your first PFS game for your character, as long as you are in a town of sufficient size. And, as I mentioned above, a lot of missions start in Absolom, or can be argued that you should have been allowed the time to purchase gear during the time represented between the box text and the current moment (That would have applied to the game I ran yesterday, as an example, sice the group "started" in Absolom, although the result of the box text puts them 3 days away at start of the first encounter).
