Non-medium creatures and difficult terrain

I know that different sized creatures will have accordingly different movement rates, however this just compares the rates over simple ground and doesn't take into account the effect of difficult terrain.

To take a simple case, I feel that a Triceratops should be able to charge through light undergrowth, effectively ignoring the difficult terrain modifier.

What I would propose is that difficult terrain is considered on a scale, reflecting the movement points needed to cross the relevant square, as follows:

1 3/2 2 3 4 5 6 ...

(where 1 is actually not difficult terrain at all)

Given a particular type of difficult terrain, for every size category larger then medium, move 1 to the left (stopping at 1), whereas for every size category smaller than medium, move 1 to the right.

So light undergrowth, which is a 2 for a medium creature, is a 3 for a small creature, and so on, but a 3/2 for a large creature, and for huge and bigger it is not considered difficult terrain at all.

Ever seen a horse break its leg in a gopher hole? Being bigger doesn't automatically make you better at negotiating bad terrain. Also, some smaller creatures would entirely ignore things that would be bad terrain for bigger creatures--like a fox dashing through underbrush that would stymie a hunter. And really, is this such a big deal that it needs a new subsystem? The game's already complicated enough as is. It's a good effort, man, but I really think it's a case of trying to fix something that isn't broken.

I like your scale, but it might have to be a general rule more than a universal one. And in some cases it might flip; as hida_jiremi said, sometimes smaller is better. I've tried to create a "terrain card" for each type of terrain my players are exploring in Kingmaker, and I've ended up listing a lot of difficult and what I call "very difficult" terrains [1/4 move: ice, mud, etc.]. I had to consider the size effects for some of them as well. Also the size effects of hiding behind snowdrifts and fallen logs, and of hiding in water. You may have to handle stuff on a case-by-case basis, but keep your rule in mind to maintain consistency.
