I ran a play-test once in which the evil Dwarf Necromancer had Spell Focus(Necromancy), and then Greater Spell Focus(Necromancy). The players were a little surprised that the save DCs were so high, so I wanted to know what the official rules are for NPC Construction for a scenario submission. I'm not going into the rest of the Dwarf's stat block because that is off of the main topic.
I did submit that play-test and it was rejected for non-related reasons, but the construction was never brought up... which I understand because there is little point in checking the stat blocks for accuracy if the entirety of the submission is being rejected for other reasons.

As someone who plans on submitting, I'm curious as to the answer. I would assume they got Scribe Scroll, but that's just a guess.
My Gnome Illusionist has Greater Spell Focus and it does make it rather silly for DCs. I'm actually curious as to how high I could get them.

I imagine, in a non-official capacity, that they would get Scribe Scroll. As the rule in the Guide applies to PCs and scrolls in Golarion have to come from someone :)

I would suggest using the limited words available in an adventure pitch to tell the story you want to tell instead of using them to talk about spell DCs and bonus feats. When I assign a scenario to an author, I want to know that I'm not going to need to rewrite the whole thing, and am less concerned about whether I'm going to need to change a feat or spell selection on an NPC or two.
