Who or what are the District Watch for the foreign quarter? Either this info is not in the Guide to Absalom, or I'm missing it.

I would thnk the Pathfinder Society polices their immediate area. Between them and the fighting schools located in the Foreign Quarter, I doubt their is much trouble with self-policing.
