I wish my level 11 namesake barbarian had that kind of AC, but maybe if he starts carrying a towel people won't mess with him, making the assumption that if that "Fruddy guy has a towel, who knows what other tricks he has up his sleeve"

Which would be a weird thing to do, since one doesn't specifically need full plate to play a knight in shining armor at level 1.

Even if traits are allowed in a campaign, I as a GM would probably sit down and talk to the player about why he (or she, but I think the OP is a guy) wants full plate at first level and how important that is to the player.

Because these are the things you need to think about:

1. You are spending ALL your trait slots on starting gold. Many other traits have longterm usability--boosting skills or saves, often granting class skills, and other useful things. Starting gold, once spent, is gone. You will eventually earn enough gold and treasure to have wondered why you ever worried about starting gold. Even the 10,000 GP boost one of the traits gives at a higher level is peanuts by the time you hit that level. It may well be a waste of time and money just for one or two extra points of armor class.

2. Will you have enough money left over for other gear? Most of the characters I have played, at least, would rather have a 10 foot pole or a holy symbol or food or caltrops or whatever rather than heavy, clanky, slow-you-down-immensely full plate.

I can also of course see reasons for a character wanting to start off with full plate, but I really would want to make sure that player understands this might not be as cool as he thinks it is.

I also know that if I were GM, if the player explained this to me well enough and had good reasons for this, I'd probably just give the player the full plate--but also give all the rest of the players roughly equal in value in equipment that suited their characters and their concepts. They could also expect the first few encounters to be a little tougher than usual to account for the fact that they are better equipped, NOT to screw them over (that's not the point) but to make sure they are still adequately challenged.
