If Ray of enfeeblement is NOT ability damage, drain etc...

and is a penalty and therefore cannot be subject to "anti-drain/ability" special features, and feats (ex- Sacred Vitality in libris mortis I believe)...then is healing such penalty possible using Restoration or Heal type spells?.

So yes, it does.


It also works on things immune to ability dragin/damage, such as undead.

Actually, it will not work on creatures immune to necromantic effects - although in 3.5 this is primarily constructs. I do not have the Bestiary as of yet, so I am unsure as to what creatures are now not subject to necromantic effects. At least now ray of enfeeblement permits a saving throw to halve the penalty.
