My players have been asking for a list like this since our first session.
According to the Guide to Pathfinder Society Organized Play,
you may always purchase ... Potions of 0 or 1st-level spells at caster level 1 (50 gp or less) ... Oils of 0 or 1st-level spells at caster level 1 (100 gp or less)
From my understanding of which spells qualify for creation as a potion or oil (see complete potion list here) these are the potions or oils that are always available to be purchased in Pathfinder Society (so long as you’re in an appropriately-sized settlement):

Since the potions and oils are limited to caster level 1, I couldn't find any 100 gp oils.

I believe the 100 gp comment is an artifact from 3.5 when rangers and paladins could only make 1st level potions at a minimum caster level of 2. Now their caster level is class level -3, so their 1st level potions can be caster level 1.
But why was it only oils could be up to 100 gp and not potions?

I haven't gone through the whole bard/ranger/paladin spell lists to look for additions to your list, but a potion of resist energy, a 1st-level ranger spell, should certainly be added. A potion of lesser restoration (a 1st-level paladin spell) would be fantastic, but does not qualify due to its 3-round casting time.

Casting times for potions only have to be less than 1 minute.
But why was it only oils could be up to 100 gp and not potions?
I suspect it's because there weren't any 100 gp potions listed in the d20 SRD.

3 round casting time is OK for potions and oils.
Doesn't a potion of Lesser Restoration (caster level 4) and a potion of Resist Energy (caster level 4) cost 200 gp?
I figure the paladin and ranger need to be at least 6th level in order to qualify for the feat, but they can lower their caster level to 4 (minimum to cast 1st level spells) when brewing the potion.

I think you mean lower their caster level to 1 (which is the caster level they have at class level 4). Yes, they can do that.
