My guess would be marketing, the books they did come out with pretty much cover the "bases" of the normal super hero concepts. If I remember correctly Future covered the "tech augmented" types (cybernetics - I think, it might have been the other book Cyberscape though, genetic experiments, etc.), Apocalypse covered the "mutant" rules and Cyberscape was the "cyberpunk/hacker" types. Producing a Super book would really have been just a rehash, cherry picking stuff out of the other books and killing their sales. I think there was a Dark Matter book or something that was more of a horror type game (maybe mystical/SFX game, never saw it).

Blood and Vigilance is a 3rd party d20 Modern superhero system I've used with a couple groups. It's real balanced and easy to use. Basically, in addition to your regular d20 Modern character stuff (Class, Starting Profession, Feats, Skills, Action Points, Reputation, Wealth, etc.), you also get Power Points, which are spent just like skill points, but for powers. You also get Stunts at every odd level, which is a special use of your Powers. You can also choose an Origin, like Mutant, Cyborg, Scientific Genius, Robot, Alien, etc.
Once you've reviewed the Powers and stuff, it only takes about 3 extra minutes to add the Powers to a regular d20 Modern character. It's that easy.
And it's versatile and stays relatively balanced. You also get XP for rescuing people, not beating people up.

There was a product on the schedule a few years back called D20 Specials (I think), that was supposed to be a superhero supplement for D20 Modern. Unforutnately, it was never released, and not much explanation was ever given why.
It was the code name for their Saga Edition star wars book, as I recall.

It was actually listed in their catalog, and on their boards, they eventually did indicate it was cancelled. I think it was something to do with either the freelancer on the book didn't turn it in, or it wasn't up to WOTC's quality expectations. Either way, it never got re-added to the schedule - it was right around when they completely stopped supporting D20 Modern.

Yeah, I remember that title. D20 Spectaculars, from what I remember, they had it on their product schedule with placeholder art. It was removed for some reason, on ENWorld there was rumor that a Marvel license was acquired and that was the reason the generic book was dropped. But then we never did see any official superpowers support for D20 modern.
Thanks for the Blood and Vigilence title! I will definately check it out, the guy in my group that was looking forward to D20 Spectaculars will be thrilled!
