I understand that it’s possible to use a computer to make free (phone) calls. (And by this, I don’t mean illegal hacking!) I know that some people also use webcams to achieve something similar.
Two days ago I made an hour-long phone call from the UK to the USA with one of the fine members of this board. I know that that won’t be a cheap call, but it’ll be interesting to find out what the charge was.
In any case, it struck me that if I could use the computer, that’s obviously a much better situation. So, how does one go about using the computer to do so? How hard or easy is it to do? Consider me a techno-ninny, so please reply in simple terms!

There is a programm called Skype. If the two participants have it and exchange the user names, it is really easy to set the connection up.
A simple investment into a headset might be necessary.
I'd recommend Skype as well. Skype to Skype calls are free, and you can get credit for Skype to landline/cel phones as well.

Google is actually introducing free phone service where you actually use your phone and not your PC, but you stil need a PC to activate it initially. Currently its in very select markets, but i am sure if you search google or inquire about it through clarkhoward.com you could find out more about it.
