This is a three-tiered scenario intended for 1st to 7th level characters (Tier 1–7; Tiers 1–2, 3–4, and 6–7).
My understanding was that tier 1 was levels 1-2, tier 2 was 4-5, and tier 3 was 7-8; are the tiers blurring more together now? presumably to allow for more flexibility in which adventures are available at particular levels.
How does this affect the "in-between" levels? Is it just the same as before -- ie using this case as an example a level 5 PC can play at either tier 2 (3-4) or tier 3 (6-7)?

Our tiers began thusly:
1-5
3-7
5-9
7-11
12
But we realized quickly that we were going to need more scenarios in the early level ranges so we changed the tiers to:
1-5
1-7
5-9
7-11
12
Basically, we replaced the 3-7 with a 1-7. 1-7 is our only 3-Tier system and it still works the same:
APL (average party level) 1-2 plays tier 1-2
APL 3-4 plays tier 3-4
APL 5 chooses less risk/less reward tier 3-4 or more risk/more reward tier 6-7
APL 6-7 plays tier 6-7

So I have to ask: why three tiers for #17?
Three tiers means that if you are going to do anything other than vary the number of opponents you have to squeeze three stat blocks into 750 words. A very simple stat block for a unique creature runs around 200 words.
If you want to vary an opponent in some other way than quantity, for three tiers that is 600 words. This post comes in at around 102 words. That doesn't leave a lot of room for exposition.
I would ask, pretty please, that the word count for this scenario be increased.

Remember that monsters from the Monster Manual don't need a full stat block, and some of these (like spiders) have nice progressions built in, so you could have Medium Spiders for Tier 1&2, Large for 3&4, and Huge for 6&7.

I could have made improvements, but both of my submissions were spot-on word count and fairly complete.
I think the word count for the actua adventure should go up for three tiers, or for higher tiers, to accommodate more stat blocks or more complicated tactics. Quite a bit more so if you're asked to invent a new monster, though I don't generally think PFS scenarios need those.
I hear Cortes' were pretty cool, though.

I'm going to be running Among the Living tonight, and to be honest, the extra tier does feel like it takes away a bit from the adventure. It doesn't seem to have as much substance as Hydra or Frozen Fingers (the other two I've run) although the story and concept are great, and I like the free-flowing style as opposed to the some of the railroading in other society adventures.
To be honest, I don't see how the 6-7 is going to be necessary, it'll be module 18 before anyone could possibly be level 6 and I would expect by then there'd be 3-7 modules coming out.

Someone might start on 3rd of March with a 1st level character, gather up a group and enslave a DM to run all the adventures released so far. Thus with the extra tier he could play it then.
It's all a matter of versatility.

Slight correction, people can be level 6 after scenario 15 (15/3 = 5 +1 for your starting level), so scenario 16 is the earliest someone could be level 6.
