What would happen to the city of Scuttlecove if you disbanded all of the evil factions?
Answerer: anarchy
But with all of the other factions gone will the Protectorate be able slowly take the city with all of their major enemies out of the way? And would it help if the Protectorate had the Scuttlecove Palace?

That sounds reasonable. I would also think that with a band of mighty heros that are championing the common man, who are the most affected by the chaos of the city, would find great support from the populace.
It makes me think of when the IRA was disarmed and forced into a ceasefire becuase of the mother and sisters of Ireland. They were tired of people getting killed, the chaos, and being pushed around by a bunch of bullies, which were essentially what the IRA had become.
I could see Scuttlecove going the same way. The myriad of poor people, the ones the the Monks of Dire Hunger, the Crimson Fleet, and the Seventh Coil prey on, are tired of being treated like cattle and begin to support the Protectorate. With the Crimson Fleet pretty much destroyed and the Seventh Coil incapacitated, the Protectorate could swoop in and save the day.
Then again, there's always Tyralandi to consider.

If your characters wanted the Protectorate to take complete control over Scuttlecove, they should be prepared to wipe out roughly 95% of the populace. In Scuttlecove, the majority of people are some shade of evil. They WANT the drug trade there, they WANT brothels, demon worshippers and pirates around. As it states in the adventure, if the heroes decide to try and wipe out every evil thing in the city, they'll be facing just about everyone. And if the Protectorate were to aid them in some way, they would be decimated very quickly. For Scuttlecove, unlike Alhaster, it is probably incorrect to think that there are a lot of people under the yolk of these evil rulers just waiting and hoping for someone to come lead the revolution. The common, good-hearted citizen is the extremely repressed, downtrodden minority.
Think about it: the entire economy is based almost completely on piracy, drug trafficing and slavery. Not grain, vineyards, mining, or any other normal pursuit. Most of the people that aren't in to those things are likely slaves or otherwise completely incapable (or unwilling) to get themselves out of there. Not exactly a group of people that would be encouraged by a couple of fifteenth level characters trying to take on a literal army of demons, pirates, yuan-ti, cannibals and devils.

Well then you could tell the Protectorate to leave the city, you could kill everthing in Scuttlecover that is CR9 or above, destory all of the boats stoping the food and the drugs, start a huge fire in the city that destroys half of the city, get rid all of the wrecked boats infront of the city and invite an army from several of the cities in the surrounding area and then teleport part of the army into the the Scuttlecove Palace and have the rest in boats.
By no means am I say this is logical, I'm just saying this is a possibility.

And old King of Cthulhu, if my players did that I would force them to make a clean will save to avoid moving their alignments towards evil and chaos. I mean wiping out an entire city of people, killing dozens, if not hundreds in a fire, destroying private property at random, and what not. It all sounds a lot more like how a chaotic and evil character would deal with said situation, and not how a lawful, neutral, or good character would deal with it. Try and justify as you might, I always figure justifications are all the more related to moving down the alignment charts.

And in the end, Scuttlecove will be no better off, because your PC's will be no better that what they have overthrown. The road to hell is paved with good intentions.
If my PC's attempted this, they would find the entire city turned against them, including some super high powered monsters and NPCs that were running the show behind the scenes. Pcs have to know that they're not the top of the food chain. otherwise they get cocky.

I am by no means say this is a good thing to do, I am just saying this is a way to take the city if wanted Scuttlecove gone. In a way I belive it is a matter of perspective. Someone might think this evil is ok to stop the greater evil of the city, he might have good intentions. Unlike someone who simply doing for the choas of the situation.
