My players defeated Bozhal before he could release the ulgurstata, and it resulted in the death of
one of them. They can't figure out how to deactivate the field
protecting the ulgurstata. They were very reluctant to enter the champions belt games in the first place, so they are considering leaving the games.
To my amazement, I haven't seen one message on the board discussing this. Since they can't realease the ulgurstasta themselves, they want to involve Eligos and the Greyhawk City guard, they have a lot of evidence concerning the doom that might fall upon Greyhawk so it shouldn't be hard to convince people. Maybe I'm missing something? Wouldn't the players logical course of action would be to involve authorities if they can't realease the ulgurstatsta themselves instead of just waiting after the games are over as I've read numerous PC group did?

Greyhawk is a sea of corruption, and even beyond that, no one wants to be the official that stopped the games. Any complaint will wind up tied up in red tape until after the games are over - and the Apostle of Kyuss has been loosed upon the city. Have Knowledge (local) checks for players to be aware that's the likely outcome.

Come on, how plausible is that? You've got a team of gladiator willing to walk out on the game. A team that has already foiled the doppleganger ring for which some nobles are very thankful . Eligos would surely believe them and I'm sure people would listen to him. You're talking about an undead menace below the arena structure, surely they would at least send a patrol. Even the warden in the arena (not the elite gards) can go and check that there is indeed a secret door in the cellar....how long would this take them....15 seconds. The description states that the odor is so foul and such behind the door more than enough to suspect something is afoul.

My group split the difference.
I am running the game in Eberron. During HoHR, the players had contact with the Citadel (Breland's version fo the FBI). When the party discovered the ulgurstasta, they talked Ekaym in to delivering a letter to one of their agents. A few Citadel agents, as well as a few of the teams from earlier in the games (that they players had befriended) were in the stands in case something happened in the final round.

How plausible is it that a noted and influential personage in the city could keep his arena from being inspected for a few days? Very. All you have to do is imagine that the game world works anything like our own. Greyhawk is a city famous for corruption, and it is run my a member of the Thieves' Guild. A few well-placed bribes and any inspection will get tied up in red tape for days, if not weeks.
This ain't the Realms. Good guys have to do their own work in the World of Greyhawk, not go crying to the police.
