I don't remember anything like that in Dragon since I started reading in 2002. However, I have missed a few issues.
Do you remember anything more about the article? The type of font used - straight and rounded, or with seriffed edges? The feel or smell of the paper? Was it definitely in a soft, flexible magazine, or could it have felt like a hardcover; or was it none of these and it was an online article, in which case you'd remember the keypresses or mousewheel notches of scrolling down the page?

Well, I checked Dungeon pretty thoroughly going back to issue #112 (and by thorough I mean I looked at the Table of Contents and looked at the Dungeoncraft articles).
No luck. Google didn't pull up much. Some people say the Westeros Campaign issue (Dragon #307) has hints for low magic, but I didn't see much that looked like what you're looking for.
Looking through the DragonDex, I found that Issue #226 had something about limiting magic, but it was for 2nd edition.
Looking under "magic, low-powered" also failed to discover anything in the magazine. So, while I'm not sure, I just wanted to eliminate some possibilities in case narrowing the search helps at all.
