When you take the attack or full attack action with weapons (including a Solarian’s Solar Manifestation, but not Spells or other special abilities of any kind), you can take a –2 penalty to your attack rolls. If you do, those attacks deal additional damage equal to half your base attack bonus (minimum 1).
Since you can give enemies feats as per the AA creation rules, I was wondering how this would be calculated. Because with RAW, giving a CR 6 combatant +8 to to damage for a -2 feels a bit... strong.
I personally would house rule it to their half CR instead to make the feat function on a power level closer to what the players get since their BAB is their close to their level anyways.

As the very first sentence of the Creating Monsters and other NPCs section in Alien Archive says, "In the Starfinder Roleplaying Game, nonplayer characters (including monsters) aren’t created in the same way as player characters."
Starfinder just gives the GM a set of guidelines. "Your NPC of CR(x) should end up with statistics like these." If you want to adjust up or down a bit, do so.
Deadly Aim isn't really a good feat to give to NPCs. Partly because as you point out there's no BAB to base it off of. But Alien Archive even advises against it. "The best feats to pick for an NPC are those that give different attacks or actions most NPCs can’t do without the feat."
So rather than try to use a feat, just go to the suggestions for damage on page 128
If you want the NPC’s attack to be especially deadly, you can use the damage entry from the row for the NPC’s CR + 1. If you do, it’s usually best to lower its attack bonus or AC a bit or give it some other shortcoming.
Rather than giving your NPC Deadly Aim, just use the next damage line (or give it a weapon of CR+1 if it uses manufactured weapons) and give it a -2 to attacks.
