A Pearl of Power is not considered to be "Always Available". What that means is that you must first have a certain level of Fame before you're able to freely purchase it. If you wish to purchase any 1,000gp item that is not Always Available (such as a Cloak of Resistance or some Bracers of Armor), your Fame would first have to reach 9, as the previous poster stated. A Fame of 9 opens up purchases of up to 1,500gp.
If you happen to play through a scenario or module that lists a Pearl of Power on the Chronicle, then that would also work, regardless of what your Fame happened to be.
