The way I have been playing, which seems in line with all errata and Vic's response, is that summoned cards are not affiliated with a location at all. Therefore, all text that refers to "the location" would have no valid target and be ignored. So, I suggest an errata clarifying that summoned cards have no affiliated location, therefore summoned henchmen can't close locations, you can't put summoned monsters on top of their locations, etc. Summoning a haunt would still attach to your character, though.
Now, if you intended for a card to actually override this and add a summoned card into a location deck, you could specify a particular location deck to add to, such as "and add to (the top of) the location deck at the location of the encountering player" or similar. The key aspects being the word "add", and specifying a location in terms of something other than the monster's location (because it has none).
