From what we know, it starts fully after. Curtain Call is the AP that the event is concurrent with.

Spoiler for Prey for Death:
"Their mission of peace soon turns violent when supernatural weather disasters, betrayals, undead uprisings, and even deicide turn the orcs’ homeland into a desperate battlefield." in the description sounds like the aftershocks of what happens when Gorum dies, and from the way I'm reading this description, the negotiations start out normal before that all hits.
