Thank you, that makes a lot of sense.
If there is something to hide behind, everyone could use the Take Cover action to gain Standard or Greater Cover, according to the obstacle. If there is no cover, the requirement for the Take Cover action is not met, so no one can use the Take Cover action. In the forest, her Heritage feature lets the Woodland Elf use the Take Cover action even if there is no obstacle. So that's the advantage.

CRB pg. 40: Woodland Elf Heritage: "[...] You can always use the Take Cover action when you are within forest terrain to gain cover, even if you're not next to an obstacle you can Take Cover behind."

How does this work?
Example: The Woodland Elf is moving through a forest terrain without obstacles to take cover behind. She is attacked with a ranged weapon. In her round she spends an action to take cover and gets... what? The +4 circumstance bonus to AC for greater cover? If there is no cover, everyone without the Woodland Elf feature would gain the benefits of standard cover (a +2 circumstance bonus instead).

Couple rounds later her attackers went melee. In her round, she spends her last action to take cover and gets.. what? +4 to AC? +2 to AC? no bonus?
I don´t understand, what do you think?
