It's absolutely true that top-rank scrolls are expensive relative to expected wealth. But, DCs/spell attack rolls are consistent across spell ranks. So even rank-1 or rank-2 spells can be equally effective from a spell DC/attack roll can still be effective. But ultimately I agree, don't expect to use 4 top rank scrolls everyday. You might do that, but only on the day you're expecting to fight the boss.

We'll go easy on you this time since it appears to have been your first offense.

If I put aside the Battle Form issue with damage (that can be accounted to Battle Forms instead of damage rules), the main issue I see in the damage rules is what happens when a Golem gets hit by a spell doing multiple types of damage, especially if one of these damage types is physical. The way both of their resistances have to be applied is entirely unknown.

What's a golem?

I assure you we take matters such as these VERY seriously.

Carry on. Nothing to see here.

No, any Wizard can use a staff.

I will give an example to make the explication easier.

Let's say that we have a staff of water

It would have

Cantrip: Spout
1st Rank: Create Water, Hydraulic Push

But the Staff Nexus one would have an extra cantrip and 1st rank spell of your choosing like:

Cantrip: Spout, Shield
1st Rank: Create Water, Hydraulic Push, Sure Strike

After level 8 you can put more charges on it than other casters, the average Wizard would have the 4 charges of the staff + expend a spell slot to get more charges, while the Staff Nexus one can expend 2 slots for that.

So the Maximum in theory would be at level 8.

Average wizard: 8 Charges, 4 from the staff + 4 from a lvl 4 slot.

Staff Nexus: 12 Charges, 4 from the staff + 8 from two lvl 4 slots.

Don't you mean "rank 4 slot[s]?"
