There's any number of reasons he would know about Vyre. He's a captain in the Chelaxian Navy which patrols the waters and could include port of calls in Vyre--which is a very Las Vegas style location where the elite of Cheliax go to have 'anonymous' fun. Sailors love to party on shore leave.
Maybe Sargaeta writes Travelogues in his spare time. He could be a font of knowledge about every port city in the Inner Sea.

They don't have Sargaeta as a member of the council, why is he suddenly giving them advice without being contacted first. It seems like the book just assumes that he know's they're going to Vyre and shares his 5 cents
