Although I know it's probably long past too late, here's my two cents on which new factions I would like to see. Though I don't care all that much, as I'll always be playing a loyal servant of Asmodeus.
1)Nirmathas. I don't know if anyone else has noticed, but nature-based characters have no real home in PFS right now. This is not just a good idea, it is almost necessary.
2) Ustalav. If you're going to have another evil faction, this seems like the best choice, that will draw the widest player-base, which could conceivably have agents who would help the Pathfinder Society. What's not tempting about vampires, werewolves, undead, etc. If not Ustalav, I see Belken as the second best evil choice, but even that isn't ideal, as it will really only fit with 1 type of character (half-orcs).
3) Rahadoum/Mana Wastes? Rahadoum is a pretty unique area, and characters from the region could be very fun to RP/do missions for. And if you're going to have the gunslinger class, one of these two should probably be an option.
4) Mendev/Lastwall. While both of these places have plenty of adventure on their own, so it is hard to imagine how a native would leave home to seek trouble elsewhere, either of these would be great good-aligned options to contrast with Andor. Pathfinders of these nations could be trying to gain support and resources for their more important conflicts at home.
5) A home for the monks and other non-western fantasy character options, like the ninja and the samurai. While Tian isn't officially in the Inner Sea, they may still have agents here, especially if their tournament is going to be so important this season... or you could to Jalmeray.
