I didn't want to derail this thread, but I also wanted to continue the discussion. Is Pathfinder a PvP game?

The idea (hopefully without straw-manning) is that the GM makes appropriate encounters, then does everything they can within those encounters to win.

I'd say it's pretty clearly not PvP. In a PvP game, players can ONLY win by beating the other players. A TPK, while it might be fun for some GMs, seems to me to be a loss for everyone involved.

As a side note, enemies in Pathfinder are non-player characters, and the GM isn't really playing NPCs the way players are playing PCs. The only players are the PC's, so unless they are fighting it cannot be player vs. player. That might be semantics, but I think the difference between PCs and NPCs is important.

I've made a carnivorous ooze that looks like a cloud, and would really appreciate your thoughts on it. CR 2 might be low

SPECIAL ABILITIES
Burn Off (Ex): Intense heat can force a vorus cloud into its gaseous form. Whenever a coagulated vorus cloud takes fire damage, it must make a Fort save or lose its coagulation. The DC of this save is equal to 10 + the damage taken.

Coagulate (Ex): As a standard action, a vorus cloud can coagulate into a semi-solid ooze form. While coagulated, a vorus cloud loses the incorporeal ability, but gains a slam attack. A vorus cloud can return to its gaseous, incorporeal form as a standard action.

If a vorus cloud coagulates while already sharing a space with another creature, that creature makes a Reflex save or is automatically strangled and might begin drowning. The creature cannot speak or cast spells with verbal components, and loses its Dex bonus to AC.

Every round on its turn while under the effects of coagulation, the target gets an Escape Artist check to escape the coagulation. If it fails, it must make a DC 10 Constitution check or begin drowning (see Core Rulebook pg. 445). Every round that it is under the effect of coagulation, the DC of this Constitution check goes up by 1. The save DC is Constitution based.

Freezing Touch (Ex): As a standard action, a vorus cloud can make a melee touch attack that does 1d4 Dex damage.

Vorus clouds are predatory oozes in the form of clouds that hunt the wide open spaces of the Plane of Air.
Cumulovorus
While vorus clouds have been known to float about on their own, they are at their most dangerous when clumped into cumulovorus clouds. These cloud formations have been known to include hundreds and even thousands of vorus clouds, and can be imposing as an obstacle to pass or deadly if entirely surrounded. When vorus clouds travel together, they clump into a single much larger cloud. A cumulovorus pools together all hit points from each individual cloud. No single vorus cloud dies until all of these pooled hit points are depleted. Any effect that deals damage to multiple vorus clouds within a cumulovorus treats the cloud as a single creature for the purpose of determining points of damage dealt to the cloud as a whole. Two clouds can occupy a 5 foot cube. Thus, a Small creature can be subjected to 12 slam attacks when surrounded by a cloud, while a Medium creature can be subject to 17. While the cloud is coagulated, an Escape Artist check is necessary every round while surrounded. The DC does not increase after a successful check, but it does not reset either.
