My personal Opinion concerning Exemplar Dedication with Victors Wrath Ikon:

I play a Summoner riding his Dragon Eidolon. Before WoI, I would have chosen Marshal Dedication, Inspiring Marshal Stance, Snap out of It, Assurance (Diplomacy) and The General Feat Weapon Proficiency.

These are 3 Class Feats, 1 Skill Feat and 1 General Feat.

Now, I just use Exemplar Dedication (1 Class Feat). It gives me the same essential Stuff (+1 to hit Aura, reroll for even more saves) without the limiting requirements of increasing Diplomacy, needed Weapon Proficiency and Assurance and no action costs for the Aura!
And I can still grab a Stance somewhere else (Kineticist or Dread Marshal Stance anybody?).

What do I loose? +1 to mental saves.

This is in no way balanced!

Being Honest: I think since Mark Seifter left Paizo, they started ignoring his Math more and more.

In my Mind, the only other comparable broken thing is Kineticist Dedication. All their Feats should just only scale with half lvl!

So, what happens?

Weapon Harness says:

1.)
"You must remove a weapon from its mount before you can completely Release or otherwise stow it."
2.)
"If the weapon would be knocked from your grasp or you would drop it, the weapon dangles from the bracer by its harness rather than falling to the ground."
3.)
"Attaching a weapon to a weapon harness prevents you from throwing it or using other abilities that would require it to leave your person."

So what does this implie?
First and second: the weapon cannot be stowed or dropped.
Third: the weapon cannot leave your person. So you are still carrying it.

Okay, now let's look at the rules for carrying items:

Here, it is defined:
"A character carries items in three ways: held, worn, and stowed."

So our weapon is neither held nor stowed, so we can asume that it is now worn. But let's double check this with the Definition of worn items:
"Worn items are tucked into pockets, belt pouches, bandoliers, weapon sheaths, and so forth, and they can be retrieved and returned relatively quickly."

Okay, does our weapon fit into this definition?

Weapon Harness states:
"You can regain control of the weapon in the normal time it takes you to draw it."

This means, the Weapon is no more difficult to retrieve than it is to draw a weapon from it sheath.

So, it fits the requirement of "retrieved and returned relatively quickly."

Problematic Point: dangling from a bracer seems not like fitting into the category of
"tucked into pockets, belt pouches, bandoliers, weapon sheaths, and so forth"

In this case, opinions may differ.

So we have two different implications:

EITHER:
It fullfills the requirements of being a worn item and can therefore be drawn normally.

OR:
It does not fullfill the requirement of being worn. But this leads to the following problems:
It does not fit any defined state of being carried. Therefor, there is also no defined action which will allow you to get the item back into your hands. Staying RAW you may first need to unattach the weapon from the weapon Harness with an Interact action as defined by the Weapon Harness in order to get the item into the dropped state. Now you would be allowed to pick it up. This clearly contradicts the line: "You can regain control of the weapon in the normal time it takes you to draw it."

With all this regarded, my result it that the most conclussive ruling is:

The item is allowed to be drawn.
