I think the best use of something like this would be keeping the final roll as the only one that actually matters, but the rolls prior could be used to add modifiers (both positive and negative) to that final roll (perhaps with a -2 to -5 to the DC for those prior rolls, making them a bit easier, since they are functionally less important). You get your sense of "realism", without making it just a greater chance of failure.

I may not be a lawyer, but arguing that the license is "revokable" feels very much like a "bait and switch". New lines going forward may need to adhere to a new license, but that stuff that was started under the old license (PF1E especially, but Starfinder and 2e as well) should be grandfathered in under the old license, otherwise there is no doubt that it shares enough similarities to a classic "bait and switch".

Not sure how doing the flavour of 'use infinite worlds to persistantly rewrite reality around me into being underwater', is losing the flavour of 'use infinite worlds to persistantly rewrite reality around me into being underwater'.

That was in reference when compared to minimalistic alterations to RAW wherein an item like the Hover chair making Infinite Worlds permanent and mobile has more in common with a modified Hydrobody than it does utilizing Infinite Worlds, which is why flavor-wise it misses the mark (to me anyway).

Seconding the hovercraft reflavor

At that point aren't you really just modifying how Hydrobody works, while "functionally superior" to utilizing the infinite worlds ability, it really loses the flavor of the character the OP is looking for IMO.

Wouldn't life bubble take care of the hydrobody thing?

Life Bubble is pretty much just a more limited version of Hydrobody, and would keep the biggest penalty(movement speed) intact.

Though admittedly more of encouraging me to make this character rather than get over the idea xD

Particulars of Society play notwithstanding.

Considering that a majority of the framework required is already available (just more limited in scope than desired) for your idea I see no reason why you should abandon the character YOU WANT to play. Really I see the biggest thing holding you back from achieving this goal is GM Approval (Which the ability even lists it being subject to), sure the movement speed you would gain may be a bit outside of RAW, but the penalties for being outside the Hydrobody (which can effortlessly be maintained indefinitely once formed) shift the balance of your desired results well out of your favor anyway.

Perhaps the next book will add a paradigm shift that helps further your idea to completion.

Seeing how the feature can affect any combination of movement types, I don't think it'd be unreasonable to ask if you could use a normal swim speed while subject land speeds to the difficult terrain - it is harder walking through water, but ultimately it would be up to your GM, though as you said it'd hardly be unbalanced.

As for the "suffocation" the level 2 version deals damage (so a Level 3 spell slot for both effects), unfortunately RAW would mean you'd suffocate swimming in the water, so more GM approval to work in the desired way would be required (again I personally don't see it as unreasonable, but it's also not my call).

The name of the game is fun, so as long as balance remains intact...

Also never mind the creating 2 10' radius of water, as I forgot the effects need to have the same originating point, which admittedly is a bit underwhelming.

Wouldn't "Infinite worlds" class feature largely accomplish what you seek?

Once you get 2nd level spells you can affect 2 10' radius areas of the map, and Enduring Worlds spell will help duration issues. it may not be perfect to your idea, but it seems like it would mostly meet your goal.

I myself Like the idea of a Stellifera Witchwarper with the Infinity Lash feature - For flavor instead of forming the lash with magical energy I just picture it extending its hydrobody.

She is wanting to use Computers for EVERYTHING. For example, a few sessions ago she had her own radio comm and wanted to roll Computers to use that to hack into a datapad of an NPC across the room and download its contents to her datapad.

Hacking a network would allow you to see who's connected to it at best, not grant access to all the computers though. If simply having network access also allowed access to devices connected to said network, NO ONE would ever store anything important on them anyway.

and if you want to make it even harder:
"Try as you might, but you do not see an ID for the datapad on the network, perhaps it is powered off at the moment, or has security measures that renders it undetectable on the network."

Another time, she hacked into a secure system on a moon prison and learned that the system controlled only the lights and heating systems. She said that is impossible, that she has root access and that she should have access to everything that is controlled by any computer in this facility, including oxygen. She wanted to suck the oxygen out of the facility except the room they were in so they would kill all of the guards. I ruled no the computer only controlled lights and heating.

A compromise here (as above) would be allowing her to determine what other computers are connected to the Prison's network - so she could narrow down which one controls the Oxygen, and you COULD even allow her to attempt to hack it from that computer, but since her character would be smart enough to know that any computer controlling such a vital system is likely to have advanced security protocols (including alerting their precise location to any guards), as well as being a higher tier computer (figure a DC probably at least in the 50s for such remote access) that an attempt remotely might not be in the party's best interest. This still allows her to make solid use of these computers checks while still having logical reasons why such actions may not be the best choice.

Also is the person good aligned? Perhaps a reminder that the potential for bystander casualties for turning off the oxygen doesn't have to be 0 would help them look for alternative ways of dealing with the problem as well.

Encourage out of the box thinking without just letting them steam roll the adventure.
