Is that possible in the rules? If that's the case, then horses and other low-level mounts get useless really quick. How do you handle mounted combat when you have combatants around level 7-11 and the warhorse is level 2? Do I just use the rider's HP and say its for both of them? Or do I have to level up the horse to an equivalent level?

That is way to low. They should not even get XP for that.

How low is too low depends on what you are trying to do. I don't go below APL most of the time, but I tend to have optimized groups.

So for a level 10 group I have use 3 CR 7's.

How about 2 waves of 6 CR 5 enemies, I still want the enemy to outnumber the PCs in this fight. Sort of like minions in 4th Edition, easy to kill but still a threat.

You really have to take the specific group into account*, and what you want to do. Is it "just another fight", or is it supposed to be a difficult fight?

How they are made, and how they approach combat will also matter.

Do you just want them to fight low CR fights or do you want lower CR enemies, but a tough fight?

I want to have a tough fight with lower CR enemies, I can't find a guide line to how much lower than the players I should go. I'll probably have a decent magic using enemy in the middle of all the mooks in order to make it hard fight.

Even though Pathfinder has really fast power progression, I want to have my Players fight some lower level enemies but I'm unsure of how low I can go. What is a good limit to having enemies of higher or lower level? My players are at level 10. The party consists of 3 fighters, 1 barbarian and an arcane trickster.
