The suggestions that you guys have given are very interesting. I will explore them to see how it goes and try building up on each of them. They are very different, indeed.

BTW does no 'heavy spellcasters' mean no druids planning to engage in melee, for example? And how long duration does a buff need to be to be allowed in advance?
If the druid could handle it in melee with no extra rounds for buffing, I don't see why not. But I am almost sure he wouldn't be allowed to use his animal companion. The duel is intended to be resolved in melee fashion, with no spellcasting only allowed (like encasing your opponent in a magic wall then casting spells at will).
The buffs that could be allowed are the ones people cast on themselves every morning with the duration of a day or more. The buffs that are not allowed are the ones with rounds or minutes duration, because they wouldn't be allowed to cast it beforehand. If they used a contingency, maybe. I am not fully aware of the possibilities and whether the dm would allow them.
The duels would probably have judges of lawful good deities (there is a cleric npc which is likely to be the master of the arena), so I expect them not to allow too many preduel advantages. That wouldn't be fair in their scrutiny.
The dm plays kind of a storytelling social game. We know each other for decades, so it has very few hack n slash situations. That's why I dont mind if my character is not the super dragon/beast slayer of all. The roleplaying interactions with humanoids will be intense. Even the duels would probably have a great scenery and social interaction involved.
