ROYALTY, NOBILITY AND HIGH OFFICIALS OF RISUR
* King Aodhan Lesterman, Human Male (Fighter-mobile): King of Risur for the last forty years since the conclusion of the Third Yerasol War, the continued authority of The Land as dictated by the Pact of Kelland for over a millennium. A noted war hero before then: responsible for laying a trap to capture Danor’s first great steam-powered warship in a kraken’s lair, defeated the kraken afterwards and piloted the warship into Flint harbor near the end of the war. For these and other acts of heroism he was named successor by old King Liam Corragain, in keeping with Risur’s tradition to pass rule by merit and not bloodline. His reign is noted for pushing industrial growth in Risur (particularly based in Flint) for military parity with Danor, and for the twelve-year Fourth Yerasol War fought less than a score of years after the Third – by all accounts a resounding loss of the Yerasol Archipelago possessions to the Danorans.
Now in his seventies, Aodhan looks rather unassuming though he trains regulary to keep his stamina and swordplay robust, the rites of rulership to the Land granting him daunting magical powers. He prefers to resolve disputes by being cool-headed and using rational persuasion, being also a shrewd politician to use distraction and redirection methods while dealing with those he trusts to get the job done.
* Queen Avilanne Lesterman, Human Female: The queen and one great love of Aodhan, married during the Fourth Yerasol War before his famed capture of the Danoran warship. A traditionalist in her own right and adherent to the Old Faith, she was a moderating influence between Aodhan’s projects of industry and the traditionalists that opposed them, focusing attention on the welfare of the people in an age of prolonged warfare and trade embargos. Her efforts to give attention to the poor and sick made her universally beloved by the Risuri people. She was said to be a dear friend to Ethelyn Lesterman, and strived to keep the siblings together even as they grew apart in their views and disagreements. Avilanne died from age and sickness in 495 A.O.V., a vast Slate botanical gardens and Risuri nature refuge named in her honor.
* Dame Jillian the Green Knight, Human Female (Cavalier): The Green Knight of Risur, noted protector of the King by virtue of the Pact of Kelland and its ties to The Land. The second of her title to protect King Aodhan Lesterman in his forty-year reign. Her noted prowess in the beginnings of the Fourth War were cut short when she was chosen by Aodhan to be the next Green Knight after the death of the prior from age. It is said she cannot be killed in combat, and that her powers under the nighttime skies of the Heavens are unmatched. Taciturn and at times morose in her demeanor, she tolerates little in the way of politics or displays of grandeur in the court, and is generally avoided by the social elites of Risur.
* Principal Minister Harkover Lee, Human Male (Sorcerer-draconic): Perhaps the most powerful mage in all of Risur, Lee formally acts as both the King’s primary advisor and chief of staff for the inner circle…and informally as the King’s bodyguard on many occasions, never being far from his side when traveling outside Torfield Palace. Lee has a slight Ber-tinged accent, and was said to be quite the ladykiller in his youth. Charming, virile and somewhat enigmatic, the sixty-something archmage always dresses in reds and golds and carries a solid gold wizard’s orb tucked into his robes. It is rumored he never eats or drinks in the presence of others, though he has a penchant for cards and games of chance.
* Royal Shipwright Geoff Massarde, Tiefling Male: A Danoran ‘Maliceborn’ exile in his forties, Massarde is one of a handful of Danoran refugees working for the Risuri military to help construct ironclad steamships and other weapons of technological design. Possessing an airy voice, unmatched narcissism and an over-fondness for wine that outmatches his ability to handle his drink, he nevertheless is loyal to Risur and has few kind words for his former homeland. He is fascinated with ice, and carries a rod provided to him as a gift by Drakran train engineers for his assistance on the Avery Coast Railroad project, which he uses mostly to chill beverages to suit his tastes.
* Countess Catherine Romana, Human Female: A descendant of one of the previous ruling queens of Risur, the current matriarch of House Romana is a prototypical example of the traditional ruling elite of the nation. A traditionalist in her political opinions against industry and “foreign” ways of progress, Catherine espouses progress through arcane engineering – portal rings over rail lines for example. Naturally, this tends to favor the elite and wealthy over the poor and “common” people, and despite their traditionalist views it was a marketed area of disagreement between Queen Avilanne and young Catherine in the halls of high society. Haughty and dismissive of lessers without distinguished rank or family name, Catherine nonetheless has many allies and voices in the Risuri parliament. It is rumored she may have a penchant for fey pepper as a flawed habit, though if true it does not seem to affect her many endeavors and social schedule.

Ambassadors to Risur
* Minister of Outsiders Lya Jierre of Danor, Tiefling Female: The niece of Sovereign Han Jierre, Lya is as ambitious and industrious as her uncle and many of House Jierre. Currently in her late twenties, she graduated at the end of the Fourth Yerasol War top of her class from the prestigious Jierre Sciens d’Arms war academy; many students of martial science have read her thesis, entitled ’Field Study of Melee Effectiveness and Foe Debilitation through Focused Limb Severance Techniques Constrated with Mainstream Opportunistic Techniques.’ From 497-500 A.O.V. she was awared the position of ‘Minister of Outsiders’ to Risur, and she has worked with King Aodhan to keep the peace between their two nations, leading to the plans of peace treaty and formal alliance which was announced by both leaders on 1 Spring to their respective peoples. Lya accepted the king’s offer of marriage as a symbolic union. Since the incident at Axis Island, Lya has been tasked by Sovereign Jierre to lead the restoration of Danoran interests there.
* Consular Methan du'Nadria of Danor, Human Male:
* Ambassador Brakken of Ber, Minotaur Male: Ber’s ambassador to Risur since 499 A.O.V., Brakken was previously ambassador to the city-state of Orithea and successfully negotiated the end of its long-standing civil war in 498 A.O.V. after two years there. Tales of his appointment to Orithea after a remarkable demonstration of bravery and power in the Ursalina Games are still talked about to this day. Has a dire bear “pet” named Feroz, and enjoys touring the lands he’s posted to and talking to its varied people. Brakken has a known fondness for “talking shop” about international diplomacy. Less formal is his interest in the psychic talents, but in Spring 500 A.O.V. he granted asylum to Ifris Lanvaldan and gave her position in his diplomatic retinue.
* Ambassador Tuvuere of Drakr, Dwarven Male: Though argumentative and bombastic, Tuvuere is a keen observer of politics and works to improve the Risuri-Drakran relationship since the rifts of the Fourth Yerasol War. Naturally, his interests lie mostly in trade relations and the fostering of technology in Risur by way of exclusive contracts. Like many of his people in the current era, he is a proponent of Heid Eschatol philosophy, and enjoys arguing its merits (or other philosophy’s flaws) in open debate.

Flint City Leadership
* Flint Governor Roland Stanfield, Deva Male: As a Risuri mercenary fighting against the Elfaivar Empire, Stanfield witnessed the fall of the eladrin goddess Srasama five centuries ago as all devas did, dying soon thereafter in the chaos of Second Victory and Elfaivar’s fall. Yet he reincarnated as all devas did, and found his way back to his homeland and eventually settled in Flint, then just a moderate coastal port. In the centuries since he has died with irregular intervals, and with each rebirth he returned to the city he calls home. For most of that time he has served as Flint’s enduring governor, having constantly striven to improve himself with each life: from simple warrior to humble leader, to an educated man of many arts and talents, nimbly handling the complex challenges of the fastest-growing city in all of Lanjyr. Stanfield often exudes an assured demeanor of contented optimism, though still occasionally complains of a war wound he took to his back in his first life.
* Central District Mayor Oncala Putnam, Human Female: Mayor of the oldest and most developed district of Flint, with its main government structures, halls, Old Faith garden temples and monument-filled parks. An adept but rather boring bureaucrat elected from the ranks of noted barristers, Putnam is a keen promoter of the Orange Street commodities market, famed Navras Opera House and the prestigious Pardwight University. Though most of her efforts are to maintain the status quo, Mayor Putnam has recently put her efforts into the approved construction of a grand subrail system to serve as the hub of a city-wide transportation network. Her efforts in this regard have met resistance from traditionalists and those opposed to the industrialization of Risur, making her unpopular to many and causing the R.H.C. headaches as she tends to equate any resistance with “terrorists” and “saboteurs” in league with the former Duchess Ethelyn and other radicals.
* Bosum Strand District Mayor Griffin Stowe, Human Male: A hard-nosed mayor with well-known ties to wealthy merchant houses, landholders and moneylenders of the district…and supported by known criminal elements to keep the ports and warehouses of Flint rolling in prosperity from the industrial and textile trade. As such he is often ridiculed and mocked by the Dockers movement, despite his best attempts to root them out or silence them. Tensions between Stowe and the Dockers are heightened with last year’s initiative to clear out poor tenants and demolish old buildings for a new freight rail line connecting to King’s Station. Harsher tactics have been overruled by Governor Stanfield in support with Mayors MacBannin, Robinson and Pepper, though he has a close ally in Mayor Gohins.
* Stray District Mayor Chrystine Robinson, Human Female: A well-liked mayor of the District that espouses the best qualities of families and common life, she holds the record of having the least crime and poverty per capita of any district, outside of the elite areas of North Shore and the Ayres. Chrystine herself is an unmarried woman with no children, though her traditional values and her tireless efforts to better the quality of her subjects’ lives makes up for it. Some suggest she hides some dark secret as a politician with seemingly no deficient qualities. Is closely allied with Mayors MacBannin and Pepper.
* Parity Lake District Mayor Rosa Gohins, Human Female: A despised mayor of Parity Lake that represents the interests of the factory owners and commercial interests over the poor laborers and workers that live and work there; as such it is considered one of the most depressing and dismal places to reside in the entire city. On record as stating the safety and stability of the factories are more important than the morale of the factory workers, Mayor Gohins has invested greatly to providing the industrial elites with private guards that enforce their will, backed by a corrupt police force which tolerates no Docker influence from the neighboring Bosum Strand district. Yet as the heart of Flint’s industrial prowess and productivity that produce the technological goods which Risur needs, the leadership of Flint often turns a blind eye to the plight of the poor and downtrodden. As such it is sees the greatest crime, corruption and violence of any of the Districts; added to it the acts of sabotage by terrorists, mass-murders by the Ragman, and rumors of shadowy creatures preying on victims after dark make Mayor Gohins job a constant nightmare. Her harsh measures earn her few allies aside from Mayor Stowe and occasionally Mayor Idylls when it comes to suppressing opponents of so-called progress.
* Nettles District Mayor Reed MacBannin, Human Male: Regarded by many as the most respected and charismatic mayor of all the districts, Mayor MacBannin has been a longtime player in Flint politics even before his appointment as mayor ten years ago. However, it is his highly regarded talents in defensive magic and warding against dark arts that give him unparalleled clout amongst his peers. A graduate of Pardwright, he is the foremost expert on keeping the curses of Cauldron Hill from spreading to Flint itself – one of the reasons he was elected by the citizens of the Nettles in the first place. Despite his age and somber responsibilities, Macbannin is energetic and possesses a wry sense of humor. Presiding over one of the poorest and least organized districts of the city, he has leveraged his office to get tax money for the poorest of the poor and provide what basic services he can, in the interests of the common good. He has allies in nearly all the other mayors and works to find common ground in similar fashion to Governor Stanfield.
* Cloudwood District Mayor Doyle Idylls, Human Male: Mayor Idylls is the most recent district mayor, having been appointed by Governor Stanfield in 499 A.O.V. as the few residents of the Cloudwood refused to participate in an election. Due to the rampant disregard for city laws and the strong traditionalist views held there, the mayor has retaliated by banning some Old Faith practices of homage to fey, particularly by his own employees and police branch. This clearly caused a heightened degree of mischief directed at the fool mayor, who has hence called for harsher enforcement in the practically independent thorps and hamlets. Though some attention to the outlaw gangs and fey terrorists led by Hana Soliogn have merit, the region is simply too remote and inconsequential to devote any serious resources by the other mayors, so Mayor Idylls fumes and prattles on with few real allies or political power.
* North Shore District Mayor Aaron Choir, Human Male: A wealthy mayor even if not the most influential, Aaron Choir shamelessly represents the interests of the wealthy elite that call North Shore home with their walled villas and mansions. His efforts focus exclusively on maintaining the appearance and status of that district for its inhabitants, preferring to sweep the darker aspects of its corrupt entertainment wards and fallen inhabitants out of the public view. The fine gaming clubs, high-class brothels and drug parlors offer the finest entertainments for crowns that can be afforded, complete with its own unique markets for legal and illicit goods – with the utmost discretion of course. Mayor Choir’s police forces focus mostly on keeping undesirables out of North Shore from neighboring Parity Lake, and his petition to build a wall between the districts has caused the most public stir in the dailies and various clubs and social circles. Though the Ayres is technically part of his district, Choir cedes the authority of the Ayres to wealthy financier Guy Goodson in return for additions to his wealthy lifestyle.
* Pine Island District Mayor Roger Pepper, Human Male: Mayor Pepper is most notably a graduate of the Battalion Academy of War, earning the respect of the common folk in that regard. The district is notorious for its smuggling and criminal activities in the bayous away from the floating ward of docks and warehouses; its canals and streets are connected by a complicated array of ferries and bridges which can change with the tides. Plantations and ranchlands occupy the interior of the district which is not bayou or swamp, and Pepper does his best to keep the landowners content and the criminal element in check, knowing that he cannot stamp it out entirely. Pepper’s close ties to Battalion Academy and to local army commander Greg Masterson keeps the criminal element deterred from becoming too bold as they are in Parity Lake. Usually he keeps the military patrols focused on the outlying ranches safe from strange beasts in the bayous or other oddities that could prey on the livestock and plantation crops.
* Tax Collector Kane Westman, Human Male: A small-time financier and former accountant for the very wealthy; appointed to the role of tax collector for the North Shore and Ayres districts. Openly allied with wealthy financier Guy Goodson, it is rumored Kane has political support by at least three of the city's mayors. In late Spring 500 A.O.V. there was an attempt on his life by the terrorist Gale, resulting in minor injury to him and extensive damage to his residence.
* Councilman Gregory Prescott, Human Male: A city councilman of Flint, upstanding and with good connections to Central District families. His election was initially shrouded in accusations of voter fraud at various precincts, but this accusation was proven as false by the R.H.C. and denounced publically, helping Gregory to attain the coveted post. His efforts to-date since election are largely to provide hearings and public adjudications for citizens affected by the subrail lines being excavated and built in Central. Gregory has a positive acquaintance with R.H.C. Constable Jesselle Wesmere.

OTHER NOTABLE NPC's OF INTEREST
Dockers of Flint
* Rock Rackus, Human Male: The most famous Docker known in Risur, said to have visited the lands in all of Lanjyr…and even the Dreaming and the Heavens themselves. Rock Rackus often sings or tells stories of his many adventures to other worlds and realms, including his many romantic conquests and influence on powerful denizens of the places he visits. Though many who meet him describe Rock as utterly narcissistic, self-absorbed and with outlandish tastes, his following by the public is powerful and wide-reaching. Thus even officials of the districts do not wish to provoke him, as an angered directive by Rock could galvanize the Dockers movement and the masses to riot. Most hope he will simply “disappear” and not return from one of his outlandish trips, or something comes along to eliminate his popularity amongst the masses.
* Gibbs de Jape, Human Male: Another famed Docker on the rise in Flint, known for his poetic and lyrical style in his songs speaking out against oppression of the working poor - rumored to have been a former Army soldier during the war. Brightly-colored hair and often wears a torn Risuri uniform coat that has been stained or defacing the Risuri flag. Openly supports the pugilist pits. A noted master of the mandolin.
* Jered Lawman, Halfling Male: An outspoken, crass Docker and leader of “The Band” or “The Bosum Band”, who openly supports Ethelyn and the “rebel” traditionalist cause in his music and oratory. Sings and plays the ocarina, though he is not supreme at either. Often found at The Thinking Man’s Tavern, as well as seedier venues in the Bosum Strand.
* Rinus Hennet, Human Male: The self-styled leader of “The Professors” – a group of intellectuals that debate and orate on the perils of overreaching government control. Often found at The Thinking Man’s Tavern.
* Thames Grimsley, Human Male: The nominal head of the Dockers movement in Bosum Strand, Thames is a grizzled sailor in his fifties, with both naval war and privateer sailing experience. Thames gained credibility with the Dockers a few years back with a facial scar by a policeman’s knife in the last large dock riot, and since then has dedicated his efforts on organizing a unified front for the dockers’ concerns. As a result he does not trust the police branches of Bosum Strand or Parity Lake, though he has nothing against the R.H.C. for the time being. A brief stint in working at a local theatre led Thames to adopt a very stylized speaking voice with melodramatic pauses, further endearing him to the Dockers who have helped his notoriety to the larger public.

Revolutionaries of Flint
* Shadowstone, ???: A recently active vigilante, known for helping those that no one wants to or is able to help. Working the streets of Flint - has been spotted in the Bosum Strand and Parity Lake districts. Currently on an R.H.C. watchlist after several violent incidents involving men of industrialist bosses in Parity Lake, and has been branded a terrorist by Mayors Stowe and Gohins. Naturally, this has given Shadowstone rise in songs and oratory by the Dockers movement for being a hero of the oppressed.
* Hana "Gale" Soliogn, Eladrin Female: An eladrin female once owned by a rich Danoran family who kept her as a trophy for over a century, she escaped and fled to Flint in 498 A.O.V. Upon leaving the dead magic zone of Danor, Hana Soliogn discovered an exceedingly rare talent for innately controlling the winds and weather, earning the nickname Gale by her admirers. Initially a darling of the dailies for her criticism of all things Danoran, she became a pariah for the same criticisms against Flint and the King’s programs of industry and technology. Gale withdrew into the Cloudwood by 499 A.O.V. and gathered allies amongst fey and traditionalist humans alike; her implication in a series of sabotage attacks upon Flint factories and wealthy industrialists have made her a public enemy of the kingdom.
* Renard Woodsman, Human Male: Leader of one of the more prominent brigand outlaw bands in the Cloudwood, unashamed in his traditionalist cause and his support for Gale. A bloodsworn enemy of the Kell Guild, which has tried to encroach on the Cloudwood brigand bands and even resorted to kidnapping his lady love, Morena, before the constables’ timely intervention saved both of their lives.
* Nilasa Hume, Half-elven Female: STATUS: DECEASED An young half-elven woman who grew up on the streets of Parity Lake, involved in petty burglary and pickpocket crimes. Became associated with Heward Sechim and his factory as a worker, and was treated like an unofficial daughter by him. Eventually Nilasa was swayed to the ultra-traditionalist cause and became linked with Gale's terrorist faction in the Cloudwood. Killed in Summer 500 A.O.V. for presumably stealing items from the Danoran Consulate, though this has not been fully substantiated.
* Blander “The House Elf” & Danisca Wareye, Gnomish Couple: STATUS: IMPRISONEDA married prestidigitator and apothecary who secretly supported Gale’s cause in the Pine Island District of Flint. Aided Nilasa Hume in her causes, and attempted to carry through the weapons smuggling deal after her murder, but were captured by the constables.

Industrialists & Financiers of Flint
* Industrialist Magnate Benedict Pemberton, Human Male: Owner of the experimental arms manufacturing named Pemberton Industries, Benedict is the foremost technological innovator of Risuri firearms and military equipment. He is also one of the richest men of Risur. Somewhere in his fifties, he has the energy of a younger man but likes to exaggerate his infirmities with a homely and rural Risuri accent. Despite his wealth he seems to prefer the company of upstarts and those who are not the entrenched elite, possessing a keen intellect and inventor’s mind that does not mesh with old houses and old money. Likewise, his progressive actions to spur industry and technological innovation puts him at odds with many Risur traditionalists. Benedict is friends with Guy Goodson and other newer wealthy financiers and industrialists. Rumor has it that Principal Minister Lee despises him for some unknown reason going back years, though neither man ever talks about what that could possibly be.
* Financier Tycoon Guy Goodson, Human Male: Guy Goodson is a fabulously wealthy financier and backer of Flint’s technological prowess, having gained his wealth through the last two decades by backing key innovations by Flint industrialists at just the right time. Most entrenched elite consider him crass and obnoxious in his mannerisms, but this doesn’t seem to overly affect Goodson in the slightest. Though his investments and endeavors would be ripe for sabotage by fey terrorists, his home situated far in the Ayres keeps his personal interests protected. He is friends with Benedict Pemberton and one of his strongest financial backers.
* Industrialist Heward Sechim, Human Male: A master alchemist and well-to-do owner of 'Sechim's Alkahest & Etchings' factory, supplying top-quality acids to Risuri Army and Naval contracts. An industrialist with a conscience who treats his workers well, pays decent wages and takes steps to ensure high standards of safety. As a result, he is disliked by many other factory owners and the local district police, but is protected due to his military contracts. Nephew to the famed Skyseer Nevard Sechim.
* Industrialist Jachin Wesmere, Human Male: STATUS: DECEASED Proprietor of Wesmere Manufacturing in Flint; mainly a foundry, but the business has been expanding into other manufactured goods. Died from illness in Spring 500 A.O.V. Father to Jesselle Wesmere.
* Logan Milsup, Human Male: A financier and merchant renowned in Flint for his business acumen, Milsup has many secrets and many enemies. Some of his money was earned through less than legal means, and much of his influence is tangled in morally suspect endeavors. He attempts to salve his conscience by donating heavily to local charities, especially those favored by the Dockers. While she was in his employ, Anneca found Logan Milsup to be a complex mystery - and Logan found her aggressive challenges a welcome relief from more urbane women of the upper crust. While he released her employment out of a desire to not see his home burn to the ground, he has kept an eye on her and hopes to reconnect at some point.

* Charles "Chip" Presti, Human Male: A street urchin who begs for money not far from the Academy. Tobias met him on his initial trip to Slate, and the young boy has proved an invaluable source of information and friendship ever since. In the years since his graduation, Chip and Tobias have remained close friends, and are even sharing an apartment together, but their ideologies could not be more opposed. As Chip entered manhood he found himself idolizing the Docker movement. *Update* When Tobias was moved to Flint, Chip followed him, not wanting to lose his best friend, but also excited to see the Dockers in full swing, an obsession he'd never quite given up.
* Roksana Lebrek, Half-Orc Female: A young half-orc woman Tobias met shortly after moving to Flint, that he found himself enamored with. She works in a small curio shop for her mother, a fortune teller that Tobias has pegged as a charlatan, but not an ill meaning one. Rok and Tobias started dating shortly after their first encounter and their relationship seems to be going strong for the time being, though.
* Germaine Elderbrush, Human Male: Tobias' elderly human neighbor, the old man came over and introduced himself the very same day Tobias moved in. He runs a tailor shop in the Central District with his sons, but he enjoys hearing about the work the R.H.C. is doing, and he even gets into healthy debates about the merits of the Docker Movement with Chip on occasion.

* Jada Dourstone, Dwarven Female: Jesselle’s best friend. Jesselle and Jada grew up together, Jada’s father has worked for Jesselle’s grandfather and remained in the company as a constant force since. Whenever Jesselle has free time she finds Jada to hang out with. Jada is an up and coming reporter of the Risur Review, a respected newspaper of Risur. Jada and Jesselle have an apartment at 903 Larimer Lane.
* Geim Dourstone, Dwarven Male: Head Foreman at Wesmere Manufacturing and father to Jada, Jesselle’s best friend.
* Master Theyissar Alantree, Elven Male: Master Alantree was Jesselle’s teacher in most of her childhood education. The elven man runs a private school for a select few students at any one time and the Wesmere children were given the privilege of his tutelage. Master Alantree has remained a trusted mentor to this day. Whenever she is troubled by an important decision or in the need of knowledge she seeks out her old teacher.
* Aunt Vera, Human Female: A elderly woman and fellow Spirit Medium - a woman Jesselle can go to and confide within.
* Nathan Watts, Human Male: Well known and respected Barrister of Flint. He is best known for his ironclad legal contracts, none of which has been overturned in a court.
* Yonree, Half-elven Male: A Cleric of the Old Faith: Skilled with healing magics and the modern-day medical arts. A healer of note within Flint's upper class.
* Hogan, Human(?) Male: Hogan is a homeless man who can most often be found in the Central District of Flint. Jesselle saved his life with healing magics after finding him in an alleyway. Since this day they have been friends. Jesselle will from time to time bring him some food or take him for a meal. She respects Hogan enough to not preach to him about how he chooses to live. Jesselle has learned that Hogan fought in the last war and has not been right since. He had a wife and daughter, but what happened to them remains unclear. Hogan has become a great source of information as he often sees or hears what is happening or knows who of the homeless community that can.
* Sister Wralen, Human Female: Runs several shelters in Flint to help the homeless and those in need. Is well respected by the public at large and the homeless she helps.

* Brevin Turner, Human Male: Brevin and his family run a small farm in the Cloudwood district. Fethryth happened to be in the area when Brevin's youngest son Coster fell from tree and broke several bones. The boy's injuries were severe enough that he likely would have died without Fethryth’s timely intervention. Brevin has never forgotten this and the farm is open to her whenever she’s in Flint.
* Shaylie, Elven Female: Fethryth’s old mentor and honorary Aunt. Shaylie taught Fethryth all she knows about healing. The two stay in contact as much as they can. Fethryth has been trying to convince Shaylie to leave the enclave and come live with her in Flint but the wood elf is wary of city life.

* Ruari Kingston, Human Male: Emerson’s new landlord at 12B Canton. He inherited his father’s machining business and decided he could do worse than to rent out his father’s old upstairs apartment to an up-and-coming Constable of the RHC.
* Clara Edwards, Human Female: A young woman living in the Strand. Emerson rescued her from a couple of dockworkers one night leaving the Thinking Man. Now she’s enamored with him, much to Talyssa’s chagrin
* Vastra Darvill, Human Female: A sometimes street rat and pick pocket in Flint. Emerson arranged for leniency from her last arrest as she was a material witness to a double murder on the edge of Parity Lake.
* Samuel Eccleston, Human Male: Lieutenant in the Risuri Navy. Emerson helped Samuel recover from his wounds from the Battle at Axis Island. He had been suffering from intermittent internal bleeding which the local surgeons had missed. On one of his visits, Emerson took one look at him and almost involuntarily laid hands on his wounds. Eccleston was discharged immediately and they’ve kept in touch ever since.

* Elsebeth Wesmere (human/female/54 years old): Jesselle’s mother. She is the daughter of a well known moneylender in Slate.
* Joshua Wesmere (human/male/33 years old): Jesselle’s oldest brother. Joshua currently runs the day to day operations of Wesmere Manufacturing.
* Jonah Wesmere (human/male/29 years old): Jesselle’s youngest brother. Currently works as a regular constable working the streets of Flint as a beat cop.

NOTABLE VILLAINS OF ZEITGEIST
* Duchess Ethelyn Lesterman, Human Female (Sorceress-fey): STATUS: IMPRISONED The distinguished sixty-something younger sister of Aodhan was also a famed war hero in the Third War, her sorcery noted for slaying two Danoran paragons on the battlefield; Ethelyn is credited for saving the archfey Lady Beshela from the magical entrapment of a Drakran summoner during the war, earning her a special significance by the fey lords of the Unseen Court apart from the King. Her traditionalist values and distrust of her brother’s forays into technology caused tension between the siblings even before the Fourth Yerasol War; the hardships to Shale and the decimation of once-proud Shale traditional companies during the last war hardening her heart to Aodhan as a result. It is said Queen Avilanne’s death was the last tie between the siblings, only being seen together afterwards on strictly formal occasions of state. An intellectual as she has aged, Ethelyn speaks with a poet’s precision and pauses to consider her words before speaking, almost as an academic sage would express, affecting a somewhat haughty demeanor as she reveals nothing in the way of humor or idle conversation.
Ethelyn’s plot to commit regicide and forcibly take control of Risur at the start of 500 A.O.V. was said to have been inspired by a prophecy-vision of one of the eldest remaining Skyseers of the Royal Conclave, corroborated by at least three other Skyseers who joined “Ethelyn’s Rebellion” as a result. Her rebellion led to the deaths of hundreds of Risuri and the wounding of thousands, as well as the deaths of over a hundred Danorans on Axis Island when she invaded and captured it briefly. Her actions earned the formal renouncement of the Unseen Court, though several fey lords (most notably Beshela) shared her cause. Her near-death at the hands of Asrabey Varal was averted by the R.H.C. who successfully captured her and effectively ended the rebellion. The King’s reduction of her sentence effectively earns her a lifetime of imprisonment and forfeiture of her magical powers.
* Sorkana Dell, Eladrin Female (Sorceress-starsoul): STATUS: DECEASED An eladrin female rescued by Ethelyn Lesterman during the Third Yerasol War from a Danoran island plantation, Sorkana settled with a Risuri “common” elven family for a time, hiding her true eladrin identity to avoid retaliation by Danoran spies. She came into the direct service of Ethelyn later as a “handmaiden” with her cover intact, and actively worked to develop the plot to kill King Aodhan with the former Duchess. Lover to the deva Garrys Tranth, they formed the crux of Ethelyn’s most trusted circle of plotters. Killed in battle by the R.H.C. in the retaking of Axis Island, though some rumor she was executed without cause.
* Ilton Finnagund, Halfling Male (Ninja): STATUS: DECEASED A vicious halfling who loved killing for a supposed cause, Ilton was nonetheless loyal to Ethelyn and her conspiracy to kill King Aodhan and seize the throne. Little is known of his life prior to serving the Duchess, though rumors suggest he came to Shale City from a pastoral community, seeking opportunity and an escape from his past. Killed in battle by the R.H.C. in the retaking of Axis Island.
* Garrys Tranth, Deva Male (Sorcerer-elemental-fire): STATUS: IMPRISONED A passionate and extremist follower of traditionalist values, at least in his last lifespan. Said to have been affiliated with radical Vekeshi philosophy and fey terrorist cells, his penchant for fire and combustion a tribute to Vekeshi methods. Linked to at least two murders of industrialists by incineration, he disappeared for a few years prior to his final assassination attempt upon King Aodhan on 1 Spring 500 A.O.V., whereupon he incinerated himself in the botched attempt. Reborn as devas are several days later, the nascent man was captured and imprisoned for his prior misdeeds, though Risuri Law and Tranth’s clear absence of his former life is a quandary for how long he should be held. The lover of Sorkana Dell, he has no recollection or feelings of loss for his former eladrin beloved.
* Crime Boss Lorcan Kell, Human Male: The head of the self-styled Kell Guild, Flint’s most powerful and notorious crime boss. Headquartered somewhere in the Parity Lake District, Kell’s guild of thieves and thugs are most well-known for high-profile abductions and ransoms, aside from more mundane crimes of extortion, robbery, smuggling and black-market trade of illicit goods. Many crimes go unreported there since three scribes were found decapitated and holding their own heads on the bridges over the Stanfield Canal in 598 A.O.V. So too do the Flint Police of Parity Lake avoid tangling with the Kell Guild, either too corrupt or too afraid to go after his enterprises.
* Grannan Telbor, Human Male: The assassin sent to kill Industrialist Logan Milsup and burn his home, the former R.S.S. spy was badly burned in the fire that Anneca caused, and had to report a failure. Recently recovered journals of Makala Fileccia's suggest his target was also Anneca Summers directly, for reasons unknown. Said by Makala to be extremely devoted to a new cause after the disbandment of the R.S.S.

NOTABLE FEY OF THE UNSEEN COURT (a few listed, with many more who are not)
* Monarch Thisraldion, Monarch of the Unseen Court, Fey ???: The ruler of the Unseen Court, of which little is known – not even if male or female (or both). Said to be as wily and cunning as “he” is capricious and whimsical, Thisraldion is the embodiment of the varied and unpredictable nature of the fey. Said to hold the Pact of Kelland in physical form, and “his” power is what keeps the four fey titans of Risur from destroying the world. Rumors hint at trouble and dissension in the ranks of archfey, however, with industry and technology in Risur causing a rift amongst them, possibly even splitting the Unseen Court into rival factions.
* Lady Beshela, Archfey of the Sea, Fey Female: Beshela is the fey “queen” of the sea and the oceans, second only to the fey titan ‘She Who Writhes’ in terms of sheer power under the waves. Briefly captured in the Waking by a pirate sorcerer in the Yerasol Archipelago fifty years before, Beshela was rescued by Ethelyn Lesterman, which earned the fey’s true respect and friendship with the mortal woman. Beshela sided with Ethelyn’s attempts to kill her brother and wrest the crown from him in succession. It is unclear how those actions have affected her status in the Unseen Court, though rumors suggest she is at great odds with the Monarch because of it.
* Lord Ekossigan, Archfey of Seasons, Fey Male: The Lord of Seasons who is as varied in personality and temperament as the seasons he represents. Unlike many of the archfey who stay wholly in the Dreaming, Ekossigan is said to walk in the wilds of the Waking at particular times of year. As such, he is said to be a vehement opponent of the industry and technology that Risur embraces by King Aodhan, and rumored to have influence amongst those fey and mortals of the Waking who would resist such corruption.
* Lord Olazdor, Archfey of Winds, Fey Male: Some say Olazdor is the most powerful archfey besides Monarch Thisraldion, and also the most vocal opponent of “his” decisions of the Unseen Court. Bold, strong and a favored patron of elves, his symbol is that of the bow and the eagle – legend says Olazdor was the one who showed the first Risuri Kings how to tame and ride griffons in their battles against the Dragon Tyrants of Ber. The diminishment of magical flight and aerial beasts two centuries ago has weakened Olazdor’s influence in the Waking, and he has never been seen by mortals directly since that time.
* Lord Riffian, Archfey of the Great Hunt, Fey Male: Riffian is the Lord of the Great Hunt, which periodically can be seen or heard in the Waking of Risur at various times during the year. The ultimate hunter, it is warned that this unpredictable though jovial fey lord cares little for the quarry he chases as long as it provides him excitement and entertainment – thus Risuri know that the horns of the Great Hunt are to be avoided, with the curious often never seen again.
* Lady Lerina, the Reseen Marauder, Elven Female: Lerina is noted as a once-mortal “common” elf of Risur, who through her wild might and martial prowess three centuries ago – including the single-handed slaying of a Beran dragon threatening her Risuri enclave – she became an immortal fey and lady of the Unseen Court, never to be seen in the Waking world to this day. It is said she was a paramour of Monarch Thisraldion for a time, but eventually found herself out of the Monarch’s favor. Seven years ago (493 A.O.V.) she apparently fell from grace of the Unseen Court, taking on the aspect of “Reseen” as proof of her factional dispute with the Unseen. What her motives are at this point are unknown, but she is still considered the mightiest Risuri elf warrior-maiden in history.
* Enforcer Asrabey Varal, Eladrin Male: A centuries-old eladrin warrior, Asrabey was born in the Great Malice times after the death of Srasama and the fall of the Elfaivar Empire. Once eager to reclaim the glory of old Elfaivar against the Cryssiliri and the humans in general, he became a warrior of nearly unmatched prowess. Though his first desire was unattainable, Asrabey was instrumental in helping to establish and defend surviving eladrin enclaves in old Elfaivar and Risur, becoming one of the many husbands of Kasvarina Varal, a powerful matriarch who had survived the Great Malice. It is said her inability to have children and encouragement of Asrabey’s resentment of the humans who had relegated their superior race to oblivion spurred him on; he undertook many daring raids recovering surviving eladrin women until he became infamous as one of the greatest eladrin warriors in all of Lanjyr, acquiring the weapons and armor of old Elfaivar with the blessing of the Unseen. In the last century after the Second Yerasol War he “mellowed” and became the Royal Enforcer of the Unseen Court, acting out requests on their behalf in the Waking and serving as liaison to the Risuri Kings, including Aodhan. His mission to execute Ethelyn Lesterman for her attempted regicide was luckily thwarted by the R.H.C., and he was summoned by King Aodhan to be banished from the Waking for a short term afterwards.
