I'm not sure what the other players are using as their justifications, but in the Paladin's class description (and, indeed, every caster's class description), the Spells feature appears exactly once. Not once per spell level.
If that's not conclusive enough...

At 4th level, a warrior of the holy light learns to use the power of her faith to bolster her defenses and aid her allies. This class feature replaces the paladin’s spells class feature.
