Currently it can't be found there. If you are just looking for something reasonably samsaran--aside from samsarans themselves, I would suggest looking through some of the many pale giants (like the Master of Leaves here), sylphs (an "air-touched" PC race), some of the less-grisly undead (certain ghosts or vampires in particular), fetchlings, and any appropriate-looking air- or water-related genie-kind.
