Mayor, not to be stupid but I need to clarify the following: according to what you have said, this is sort of an invisible monster killing man and destroying buildings for which no characteristic is known to anybody. I have some questions:
firstly, at the scene of crime there was nothing found related to the monster or monsters, correct? No clues, no tracks. Something like feathers, slime etc. was not found, correct?
Secondly: Did anybody hear some sounds, something like howling or roaring?
Thirdly: as you mentioned that soldiers and civilians have been slaughtered, I conclude the dead bodies have been found as a sort of proof and the persons are not missing in action. What sort of injury do the dead bodies show? If you do not know, I suggest to give us access to the dead bodies.
Fourthly: I understood the monster(s) did strike multiple times and no location has been chosen twice, correct? Do you have a map of the city? I would like to draw the sites of crime related to the monster(s) in a map.
Fifthly: You mentioned the singular noun "monster". Which evidences or indications make you believe that we deal with one monster and not with multiple ones?
Sixthly: anything else you think to be important?
