If you look at rarity from a case perspective, the larges in H&M give us a big hint about distribution. Since there are 8 large sculpts and 12 larges per case, one might deduce that rares (of any size) come about 1.5 times per case. Taking this further, perhaps uncommons are expected 2 times per case and commons 3 times. With two boxes containing two smalls per brick this would allow three of the rat/ gnome pair, three of the common goblin pair, and two of the uncommon goblin pair. The only place these rarity distributions would break down is because a case would hold 84 miniatures and the suggested 13 / 10 / 17 split would yield 39 / 20 / 25.5 = 84.5 miniatures per case (whoops!). If there were only 9 uncommons and 18 rares instead, the math works nicely to 84. Perhaps this is why Erik has been unable to give the list of 10 uncommons to us? It's all just speculation, though. It does explain why all 8 larges can be rares.

I'm not commenting on the math, as it was never my best subject, but your info on the smalls is a little bit out of date. The rat and gnome pair is now uncommon, with the two goblin pairs in the common slot.
