I'm unsure if the summon spell would continue to contribute, since this is a spell check. If each "round" of checks takes more than 10 minutes it wouldn't, but skill checks tend to be 1 per PC per round. Nicki's Athletics is +6, if needed.

Liam is less confident about that, and considers delivering them in person. But then he'd be in the water and not in a very good position to keep helping.

Vanetta hands off Brulivex to Miladistra with a nod and a smile at her friend's support. She turns in the sand towards the gathering crowd and raises her voice to be heard over the roaring dragon kobold.
"Please, folks, help your fellow citizens. We'll try to get the linnorms to behave, but we really need some of you to be heroes and rescue the people in the water," she says as she focuses on a few that look like they're more capable swimmers including a couple of teenage boys that were fishing along the banks and a broad shouldered teamster.

Khaul sighs, shrugs out of the heaviest of his gear and dives into the frozen water to try and rescue sailors.
"Yer'd think they'dbe leanin to swim, surrounded by water an all?"

Liam manages to throw his rescue aid into the river but the rope came off. It floats away.
The crowd rescues a second sailor.

Two linnorms (out of three) looks towards the bank cowered, while the third one continues to egg them on to play. Crookshank is still on a skiff complaining and whimpering.

The elven wizardress knows that they need help to rescue the people who have fallen into the water. She is going to cast a 3rd level summon animal spell in order to summon forth a giant monitor lizard and sends it out to help rescue people.

Vanetta watches with appreciation as the burly teamster peels off his shirt and dives into the water to save one of the citizens. She makes a note to get his name and thank him properly later - whether that's with a beer, a mention of his name to the mayor or maybe even to King Estrid, or some other more "personal" thanks to be determined by his tastes. But satisfied that at least someone is helping, she turns back to the linnorm on the shore.
"Brulivex, dear, look at all these people helping their fellow citizens," she begins with a wave of her arm at the Pathfinders, summoned creatures, and townsfolk all doing their best out in the water. "You all are citizens of Halgrim too. You've got a duty as citizens to help, and you've got even more of a duty to help as the children of the King's right-hand. Please, won't you get out there and save some of them, too. I know you can do it."

Liam sighs. Making things to solve problems is really what he's best at, but he doesn't have a lot prepared for this situation and coming up with something new is just too slow.
At least his flotation device might help people stay above water, but without the rope to pull it back it needs some kind of propulsion...
Well, even if it's less impressive being effective is more important. And it does get some use of out one of his gadgets.
Discarding his heavy coat so that it will stay dry, Liam activates the boosters on his boots and launches himself out to the swimming sailors. He'll just have to muscle his way through this one. He's good at that too.
Liam will use his Blast Boots to leap out to the sailors, although he still has to swim back so I don't know that it makes much of a difference. And then: Athletics: 1d20 + 14 ⇒ (4) + 14 = 18.
Rhaegal Dragonkin

Rhaegal huffs in frustration. "Jinlong wouldn't do this..." He takes a deep breath and then spots some of the villagers still in the water. "Very well, Dragon do not fear the water."
"I AM A DRAGON!" He stretches up again, trying to will himself into a mighty dragon. His limbs begin to elongate and his scales shift again, taking on a tight sheen. Maybe this time he'll do it!

As he continues to change, it looks very different than the last transformation. While his legs are growing longer, they are far outpacing his arms, and his snout is not nearly as prominent. Finally, there's really no tail to speak of. He opens his mouth to roar and it comes out more like a groan.
The dragon-frog dives into the water towards the villagers to let them climb on him while he swims them back to shore.

"Vanetta, could you talk ta Brulivex? She has a heart of gold, but-" her teammate is already on it.
She turns to the townsfolk. "Alright. Back home when someone's barn is burnin', we'd form a brigade to help put it out." Or I'd beg Mother to force a rainstorm over the village, but she'd always overdo it.

Miladistra almost loses herself in her thoughts, the smell of the sea, the linnorm's shouts, and a frog croaking? She takes a deep breath and focuses on herself.
"So, let's make a brigade. Get some rope, some driftwood, and the strongest tossers need to hurl it towards the sailors! Come on, quick!"
She looks over her shoulder at Nicki the Nixie. "Yer doing great, Nicki. Keep it goin'! That's what we do, right?" Nicki shrugs and swims off to grab another sailor.

"Good job, everyone!" Miladistra claps at everyone. She pulls out her piccolo...

The draco-frog leaps out of the water and begins to shake the water off himself. As he does this, he shrinks back down to his normal size.
He spots the same woman from before and now he was sure of her interest. moves over to Vanetta. "I think someone is a fan of the little linnorms. Maybe you can see what she wants."
He turns back to the bumper-skiff game and sighs. "Did you not hear me? Your father will have to pay for those if they are destroyed!"

Rhaegal tips Vanetta off that someone in the crowd is watching them. She quickly scans the faces...

"Excuse me, ma'am. Didn't I see you at the farm earlier? Are you a fan of the linnorm kids? Would you like an introduction?"

And that's when the skiff Crookscale is on, gets struck and tips over,
dumping Crookscale and the boat’s contents into the river. He disappears below the surface. Oh no Brulivex exclaims. Crookscale can't swim
Crookscale panics, clings to a rock and cries for help. The other linnorms urge him to "just swim".
Escorting Crookscale to shore requires at least two PCs to succeed at a Athletics check to Swim. A PC who uses a flotation device or other rescue aid as a part of their efforts gains a +1 circumstance bonus to their check.
Teaching Crookscale to swim first requires one of you to calm Crookscale by succeeding at a Deception, Diplomacy, or Performance check. You can attempt to teach him how to swim with n Athletics check to Swim or a Profession (instructor or teacher) check.
Getting the cargo, now in the water, is an athletics check.

Miladistra whips around to see one of the linnorms panicking. This woman will have to wait.
"Howdy, Crookscale?" She turns out to the panicking linnorm.

"The first step is to relax. That helps ya float, alright?" Miladistra can smell the rosemary oil wafting from her hair towards the linnorm. "Easy, easy. There we go."

"I see... Well, I'm ..."
"Crookscale!" Vanetta shouts as the linnorm goes into the drink. Then she realizes how that came out. She turns back to the mystery lady. "No, that's not my name, that's the linnorm that just went in. You know, you could help, too, if you have the means," she suggests even as she turns her back and rushes back across the shore.
More nimbly that one would expect of a woman of her age, Vanetta clambers onto the rocks nearest Crookscale. She sees the linnorn settling down at Miladistra's calming words. "There you go. Now watch Liam, see how he's moving his arms under the water. Don't be afraid of the water, just keep moving your forelimbs like Liam and kick a little with your back-legs. Great!"

Well, I knew I ended my wildshape too soon...
Rhaegal stares back at the flailing Crookscale. "Crookscale, Hang on!" He stomps his foot in frustration at having expended his draconic power. He turns to Khaul, Liam, and Vanetta as they prepare to dive in and touches a pendant on his neck to grant them a Dragon's boon to help rescue the linnorm.

With all your help, Crookscale calms down and actually managers to paddle to shore. The rest of the linnorms, fly off the skiffs and join him on the bank. You have befriended Crookscale
The woman blushes and admits that she was so fascinated by the little linnorms she’d been keeping an eye out for them. It’s not every day one sees a linnorm in the flesh!
While that's going on, Niki and Brulivex round up the cargo.
Now all you have to do is placate the sailors with a Diplomacy, Deception or Society check.

"Alright, it's true, you don't get to see linnorms in person." Miladistra admits to the woman. "We'll talk in a bit. I gotta talk to the sailors."

"Well... I won't say no harm done. But not too much! And that's sure something you don't get to experience everyday."
Liam sets his armor to heat up a bit, though funding a place to take it off so he could ring out his set clothes would probably help more. He checks around for any injuries he can treat.
"I know being children who don't understand their own strength makes them a bit of a handful, but friendly linnorms will be great to have around in the long term. Imagine what they could do once they learn a little restraint! Even now, making them happy should make their father and the king happy."

Dealing with crowds... that is not Khaul's strong point and he knows it.
The dwarf redons his armor as the others try to talk with the angry and wet sailors.
"Jest remind them that they be livin and have a story to be tellin their children and grandchildren." he suggests.

Vanetta watches closely as Liam and Crookscale emerge from the water. "There you go. Now you can swim just like you siblings!" She leads her newest friend over to the mystery woman to make introductions of the two, then turns back to the shoreline. Sailors and locals alike clamber out of the river, and she arranges to help the hunky teamster bring another sailor to shore.
"Thanks everyone for helping. Thanks for rescuing so many of your fellows," she says with a special smile to her teamster. "I'm sorry for the trouble they've caused, but we'll all do our best to make it right. "
"Won't we, young ones? " she asks the linnorms pointedly in a "mom" tone that clearly brooks no defiance.

Avonatha takes time to rest while the group is waiting, concentrating on Quete so she can see through his eyes as he swims beneath the water.

Rhaegal sits at the edge of the water, watching the playful linnorms for a while, reveling in their dragon-hood. After a while he tries to shift forms again to join in. This time he tries to emulate the linnorm's form, and mostly does ok, but turns into more of a dragon-snake than anything else. Still, he is able to swim through the water with his serpentine-dragon form and wrap around some of the others, playfully.
Refocus and then Wild Shape again.

Miladistra doesn't mind diving in. Mother is an excellent swimmer.

But also a terrible teacher. Miladistra is glad Crookscales didn't see this when he was panicing!

Vanetta watches Miladistra dive in and realizes she's flailing like Crookscales did earlier. She quickly strips off her weapons and gear, hands her hat and tunic top to Tomaz the Teamster and dives in to help her friend.
"C'mon girl, you know better. Keep it calm, deep breaths, and relax," she advises her. "Hey, where's Deroff? I bet he can doggy-paddle and help keep you afloat if you just got an unlucky mouthful."

Realized after I wrote all this that she had a Crit Fail on a Nat 1, so Aiding her wasn't going to matter.
She proceeds to show how it's done, mostly in an effort to keep Miladistra calm. Though she does sneak a few peeks back to the shore. Just to make sure her tunic hasn't wandered off, of course.
