Personality's a lot harder to quantify than role and capabilities.
This particular conversation started with a role declaration, so that's the response it prompted.
Personality? Pan He Ah still has the raging hormones of a young adult, but he has decades of training to work with others, to give them their chances to shine, to cooperate towards greater goals than he has any chance to reach on his own. His body still pushes him to work at being dominant, but his life has taught him to serve. His guiding example calls him not to judge others, though he can judge their choices and actions. His guiding example holds him accountable for improving himself and being the example encouraging others to choose to improve themselves in similar ways.
Not that I expect many people reading this to know the reference, but He Ah will have a lot in common with Kwai Chang Caine, from that old TV Series Kung Fu. I won't have the guiding hand of Bruce Lee behind the scenes to help me keep it right, but that's the general direction . . ..

Reviewing the original post, I think I failed to follow one core instruction.
I don't think I explicitly identified why Terendelev chose to empower Pan He Ah. I got so caught up in trying to meet the rest of the presentation expectations, I just missed explicitly saying it.
If I'm too late, then I'm too late.
Simply put? Pan He Ah is a servant leader. He shares a grand vision with (basically) the entire Crusade, and sees his responsibility as helping others make that vision reality. He's not expected to use the power for personal glory or to create authority. He's expected to use it to help others achieve success and implement valid authority.
Obviously, Terendelev has to have spent some time learning about these young Crusaders. Otherwise, she would simply be passing on her power just hoping those who receive it do the right things.
