You recognize the wand as a Wand of Empowered Magic Missiles. If you discover the command word with a successful Spout Lore by holding the wand in your hands and concentrating, you may cast Magic Missiles like a Wizard 10 times. Wizards do not need to know the command word. It's Empowered because it does 3d4 damage instead of the normal 2d4. The sand is used by Wizards to create a Place of Power for rituals.
