I am going to discuss with the mods about allowing you to pay the same price for your own races and such for Mundane and Advanced. The magical and Legendary are usually basis's for domains so that will take deeper consideration.
If we all agree that you can create mundane and advanced concepts others have, then you will have three options if a God has already made the concept.
A) Fight the god for the concept :: This could be "mock" Combat, you proving your strength so the god reconizes you worthy of letting your races use the concept. Or more brutal form. Either way combat is something that must be accepted on both sides.
B) Ask permission for Race A to use it :: This could be with trading concepts or if you talk to a generous god them allowing you to have it.
C) Pay the cost to make the concept yourself.
I think it's easy enough to allow confrontation instead of a throw down fight.
If it breaks down to combat, awesome. But I could also see Goya walking up to Allianda and asking for medicine for his people when a plague comes through. Maybe then she'd realize that she'd kept it from people and "helped" death and share it with everyone, or maybe just Goya.
I'm excited to see how folks on the Dead Isle survive without food. Maybe I missed that. Is the goal for everyone to have a race/ people to support?
Open trade with the Shinokas, who know medicine has already been offered to the dwarves. So they will aid the dwarves if such a thing happens. Remember races can meet and mingle. Just because the concept isn't shared doesnt mean one race can't help another.
And no, you do not NEED to have a race. Just gives you another piece to play with basically.
As for the Dead Isle, I don't know the specifics of the Shadovar and if they even need to eat.
Justice mainly, although when somebody had a great wrong done to him/her/it, if they pray to Nafenshar they will get his blessing to go on the endeavor. The blessing is a big thing. If you go on a vengeance spree without approval from Nafenshar, your soul will be damned, pretty much.
Then I would change it to Justice over Vengeance.

Nacius: Darwinism is a very broad concept. I can understand mutation and survival, even paranoia (after a fashion), but Darwinism is a broader term for a lot of it. Also, alignment sounds like CN.
Bloody Gentleman: Luck is hardly the exclusive purview of criminals and killers. Was it thrown in as a random bit, or is there a logic to it?
Iolth Taknith: Vengeance is not an act of good, really. Justice is, which I think is what you may be going for from the sound of your concept as I have read it. If that’s the case, then perhaps Lawful Good may be more appropriate? Up to you.
Stratos: Art and weather? Very interesting spread of concept. I am curious as to how you are intending to combine those. Though you may wish to talk with our current Air God in this case, since you would be treading into his territory.

Ohren seems more of the trickster type. Vista, on the other hand, is more or less completely overt; he makes spectacles with the storms, and his dynamic motives - while changing - aren't hidden. I personally think some overlap is terms of portfolios/domains is good.
As for the combination of Vista's domains, he is manifesting art in terms of natural wonders. If mortals later developed art of their own, then created are on canvas and such would come into play.
Yeah, I erred on the side of Evil because, though Nacius has benign intentions, its influence generally makes things worse, especially for anything it doesn't transform. I wasn't sure exactly what metric of morality we were going for so I went with the results over the intentions.
The idea with the Darwinism tagline was from the perspective that Nacius tries to aid a living thing by giving it traits that will help it survive. The original idea behind Nacius was as a divine interpretation on evolution, perverted and conflated to some extent. Is there another term you'd prefer? I didn't think mutation covered the idea entirely, because mutations can also be very, very bad. I (perhaps in error) was treating the portfolios as a sort of adjective to define the domains, without worrying too much about how the different portfolios looked on their own.
Perhaps "adaptation" would be a more amicable term?
Luck was chosen for the Bloody Gentleman because it you need skill & luck for crime..
tbg is not exclusively criminal god, he's just /mostly/ worshipped by those that tiptoe that line...
its kind of how both thieves and rangers would both thank the night god but for different reasons...

Theme: Magnus appears before his worshipers as a pillar of silver flames, he uses this fire to bless and to curse, he heals with it, shows visions through it, and renders barren ground fertile with it
By that same token he can call down balls of destructive fire causing terrible burns to spear on heretics and causing cities and forests to burn
Magnus tells his worshipers to always look and learn new things

Magnus your submission was later than the others but I do like the idea you came up with. Seemed well thought out. If you wish me to open a separate thread then I will.

I was kinda half asleep when I made him, I used what I call the blender technique, where if you have enough ingredients it doesn't taste like any one ingredient mixing up Mistra, Nethus, Chronos, Clockwork (Danny phantom) Iori, Asmodious, Death (soul eater) Jahova and a couple of characters of my own making
Take little aspects of each of them
From mystra for example I took her silver flame as the essence of magic and her mild Pannonia, From Jahova I took the whole fire visions, eg burning bush
That kinda stuff
I'm no stranger to RP (my post total here is something like 13k) this is just a new system for me
