Once everyone is secured into custody and the damage is truly assessed the watch is praised publicly. Privately Callahan dresses the group down a bit on the following points:
-Everyone regardless of their focus should have a ranged weapon of some sort. Department issues light crossbows to any without a proper ranged weapon.
-No one used whistles which might have drawn more friendly NPCs into the fight.
-Teamwork between spellcasters and melee was a bit lacking in her eyes.
-Hightower gets a bit more of a dressdown for using lethal force.
-The halfling Ace Sweetchuck gets a much harsher dressing down and a formal reprimand for disappearing in the crisis.
Hooch quits outright.
You guys can refute any of the points above if you'd like. Bear in mind the scolding is kept private, publicly they heap on the praise.

Sven stood silently while being dressed down. Good points were made. He agreed that he should have had a light crossbow on him. For the whistle? He could see the merit of it, but at the same time they had enough watchmen on the scene to handle it. And as for teamwork, he was certain that given enough experience, it would come. But regardless, he took it all stoically. There was nothing worth fighting over, and the fact that this was done in private meant that there was no slight on his honor. All in all, things had gone about as well as they could have.

Tracy is attracted to intelligence and she has a lust for knowledge. Much of the date is her questing questions or opening various books and comparing insights. If Milo keeps up relatively well he gets invited back regularly and that might turn into something.
Roll all knowledge skills once DC 16 if you succeed better than half you get a second date, if you beat all of them well you prolly score.
And yes this may well impact the plot later :D

Alan stares silently at the note in some confusion for a moment, and then a realization dawns. The note might have been from the enigmatic young man he'd inadvertently saved by subduing the Halberdier at their recent active duty event, en-route to cleaning up the barrage from behind the bar.
Alan sits for several moments and ponders the notes it's ramifications.
What's the cities stance on Vigilante's? How about what laws are on the books, enforced or not?
After sitting and thinking serious thoughts, he spends a period of time making discrete inquiries to try and trace the path of the note within the Watch facilities, mentally making note of anyone's hands touched the document on its way to his bunk. While not specifically seeking her out, should he run into Commander Callahan, he'll ask for a moment of her time.
He ends his travels in the Watch's Law Library, to continue his research on the legal ramifications of what he's discovered.

While not endorsed by the City government Vigilante's are not specifically outlawed either. As long as they do not deal lethal damage to non-consenting combatants (assault) they are not typically arrested. Basically dueling is legal so as long as the vigilante announces themselves and are attacked in kind hen they are not typically arrested.
Wonderboy is somewhat newish on the scene and some of the watch mutter about him being too young to be doing what he is doing. He looks like he's maybe 10-13 age range so there's possibly a child endangerment issue to cite whoever his parents are.
The note is written in clear crisp precise calligraphic text which would indicate a high degree of precision skill and likely a privileged upbringing as the poor barely learn their letters.

In Alan's spare time, he starts a new project, reviewing copious current genealogical records of Mivon's rich and affluent. For any that ask, his responses include such things as:
"To better serve the city, I need to know it's inhabitants, and this is helping do that."
"It is easy to make enemies if you do not know who is related to whom. It is time to learn these little intricacies."
"You may not know, but I was raised by the local Abadarnan Temple as an orphan, and I've never known anything about my family. This research has many uses, perhaps I'll stumble on something about my own past... It might be wishful thinking, and I'm happy with the education that the Temple provided, but... it would be nice to know."
He particularly pays special attention to Noble/Rich Merchant houses with children, specifically houses with children between the human equivalent ages of 8 and 20, and Halfing houses with individuals between 18 and 60, and mixed/unusual race houses in general.
My plan, is to either buy a blank Journal and fill it with notes (10gp), or if you'd prefer a Heratige Book (50 gp, MW Tool for K Nobility), and for either, visit the Temple of Abadar to pick up a bottle of invisible ink that is revealed by the presence of Holy Energy, ie, Lay On Hands. I'm guessing, but I'd expect that to a: be something the Abadaran temple makes for their own purposes, and b: be one of the two mid grade options, so 10 or 25 gp/bottle. I intend to use this to make sparse notes in the margins/etc for which ever book I end up using/writing in addition to normal text. I'd prefer to use the Watch Library vs buying a Heritage Book, but... Until Alan's made a decision on Wonderboy, who's cover identity name he might actually know now... he plans on keeping the boys secret as secure as he can as he works out who they might be. I mean, if I stumble onto a pair of initials that fit G.B... well, then I'll burn the note.
Sidebar topic: as an FYI, Alan will tithe 10% of his pay/other income to the Abadaran temple at the earliest reasonable opportunity upon receipt, and will direct any seeking alms from him to the same.

@Alan most of the affluent young men that might make the grade as suspects are in fencing academies. You've seen Golden Boy fight he is graceful but more brutally efficient, its not the work of some fancy school.
What catches your interest after looking into various angles is a suspected criminal Ludius Fagen. He is suspected of kidnapping and ransoming various wealthy children and rumored to have a gang of youths mixed with halfling and gnome adults that pretend to be youths. Some of the reports are from old guard but the more recent ones are Callahan.
Generally his existence isn't confirmed. He's been spoken of by snitches and he's always given fantastical attributes that make him somewhere between suspect and street legend. Stuff that say he's really fat like 400lbs fat but nimble an fast. All sources point to dangerous and cruel.

Amelia has a hard time concealing her pleased look as the evenings excitement dies down. After taking her leave of Tracy Amelia heads home to her loft apartment, picking up and greeting lovingly her pet asp, Montrello.

Amelia pulls a live rat from a cage containing several of the creatures, and then places it in Montrello's enclosure, which takes up nearly 1/3 of her smallish residence.
Sorry little rat, you have been found guilty of being delicious to serpents, dinner Montrello, come and hunt it sweetie.
Amelia sheds her evening dress and formal attire, replacing it with a simple sleeping shift. She pours herself two fingers of something from a dusty bottle, and nestles herself among the many pillow that make up much of her furniture.
Hope this lucky streak I seem to be on holds, cause Mama needs a defendant to make her some gold, so she can get Ma and Da into someplace better. They worked hard to help get me where I am, I owe them that much at least, if not much more.
Yawning Amelia finishes her drink and drifts off to sleep, dreaming of legal fees and courtrooms where duels were fought with words and laws, not steel and blood.

During the time he was not on an official task, at practice or in prayer, Alan continues to whole heartedly dive down the rabbit hole of the Watch Library and Archives, starting with the official reports of the kidnapping of the halfling lad, and the numerous official and potentially speculative reports of the child labor crime king pin, and then into the official reports on any other kidnappings, both where the victim was recovered, and those where they were not, going back a decade and a half.
Could there possibly be a common thread binding these items together?
If there are any dice rolls that should be made, please either let me know, or roll away. Also, how much if any should I dock Alan's current cash for the supplies he's using? Any fee's, etc? I expect to remove at least 10 gold for a basic blank book.

@Alan Records are somewhat spotty but there's a retired guardsmen on most of the paperwork, a gent that runs a private security group now named James Clement, you could try talking to him.
@Everyone here's reports of increased gang violence. The old guard is getting pretty beat up out there so anyone that volunteers from the Academy can pickup shifts. You're issued MW crossbows with extra long "bulb" headed bolts. They do 2d8 non lethal but are a -1 to hit.

While in one of his many trips around the Academy and associated buildings, he runs into someone asking for cadets to help out in the field.
His first inclination is to immediately sign up, and realizes that he's already put pen to parchment in doing so.
Knowing his skill with his Lord's favored weapon, and seeing the bulk of the business end, he spends at least some time at the practice range trying to gauge how poorly it will affect his aim.

Once satisfied with his barely adequate accuracy, he moves on to the rest of his practice, prayer and studious efforts.

Letter from Colonial Deluna (thought to be a high ranking logistics officer in Mivon’s military.) This arrives via courier through an anonymous source to every member of the new and old guard several officers in the military in addition to its intended target the high council of Mivon. Most people speculate it was probably Ivoretti or the unnamed halfling that paid for the letter to be magically replicated and delivered so widely as a parting shot to a former rival. Basically this is probably a spy gloating their victory in their rival’s retirement.
To The High council,
This letter constitutes my retirement from public service. Since the ruler that hired me was publicly executed some time ago I haven’t tendered a true report in some time. I believe truly that the new mayor is on a path to set this country aright and has employed her own espionage commander hence my services are no longer required. The following is my final summary of my two decades or so as the head of the previous regimes spymaster.
Mivon was once a regional power to rival Brevoy and Pitax, we are now sadly a second rate power often caught between Woodhaven and Pitax. Brevoy fell to civil war and is now separate weaker nations. This was by design, the fissures that separate the high noble houses were widened by Pitax and Woodhaven and Pitax sent resources and troops to opposing sides. I have managed to keep the same from befalling our proud nation and in that endeavor I allowed our former ruler to be sacrificed by my own inaction. I could have prevented his fall but he would have become a terrible and bloody dictator had I done so. This was little comfort to me when the mob also executed his family.
Pitax is run by an evil genius named Ivoretti. He developed a bard college which is at least partly a wide and far spread spy network. He has a sound and tactical military mind and a complete lack of empathy or scruples. He has attracted the talents of a strong necromancer, a barbarian warlord, a clever alchemist, and has relationships with a variety of churches and temples in his city. He has small elite units capable of running missions with a variety of objective types and had Woodhaven not risen in the Stolen lands I’m confident he would have destroyed our country in one of our many minor wars.
Woodhaven has unified the 4 naciant kingdoms seeded from Brevoy and has grown strong in dangerous soil. It is ruled by one Melonie Chandler a cavalier who has inspired and raised orders and her husband Dante a master summoner. They are a part of a greater adventuring group that includes a halfling druid rogue I shall not name directly for she take that kind of thing personally. She is Ivoretti’s true counter. True they have a wizard near the power of an archmage and they have unified a variety of races normally considered monstrous but the real reason Ivoretti hasn’t consumed us all with his ambitions is because he has met an qual chessmaster in her.
Which leads me to my advice, find a proper spymaster and stay the course with your guard. Ivoretti is aging and it is my hope we weather his elderly years as a country. I think your guard may well be a good investment as I suspect it will lead to what both Pitax and Woodhaven have leveraged better than us, adventurers. We need to be an attractive option for these type of folk because those that don’t die horrible deaths rise in power swiftly and can dictate a country’s fortunes. Keep neutral for as long as you can and be generous and friendly to the adventuring type, with any luck Woodhaven will destroy Pitax eventually, if the reverse happens my other advice is that Ivoretti has some sort of vendetta with Numeria and the Technic League. If Woodhaven falls find a way to remind him of this and hope he tries his strength there.
I personally intend to live out my days far from these concerns as I retire to Absolam, good luck.

So this is a very Sandbox type situation and where the adventure goes largely depends on what you guys pursue.
We’re moving 3 weeks forward as the Watch realizes it needs serious help as a variety of serial crimes have broken out. You’re introduced to a newly hired investigator (Roedar) and an investigating consultant who will assist on some cases, she also has a bodyguard (Amelia and Spiegel.)
In the 3 weeks after the party aside from continued training at the Academy many of you have been helping out with the gang violence down by the docks. These tend to be easy fights as you arrive to mop up the gang members that have already damaged one another. Thanks to the crossbow bolts very few get away.
Questioning for the first week or so goes nowhere but then they start talking. It’s all rumors driving the violence. One gang claims they’ve been insulted by another, another gang says that a rival gang leader killed their leader’s favorite prostitute, yet another claims they’ve heard that the other gang was planning a hit on them, still another claims their rivals were moving in on their territory. and so on. Not much is really thought of this until it’s pointed out that all these gang wars have weakened all the dock gangs which leaves an opening for a new gang. Murtaugh points out that it sounds like the work of a bard spreading rumors.
Wanted: Suspected perpetrator bard sowing seeds of violence on the docks.
Unfortunately there’s also been three murders over the past three nights. All of the murders involve small sized individuals: a halfling, a gnome, and a human child. All male, all left skinned and bloodless and posed around a neighborhood notorious for small sized criminal pickpockets, beggar scams, and burglary.
Mr. Clement is not an innovative thinker but he has a habit of both persistence and excellent note taking. He also only reports the facts but records rumors. What hits Alan like a bullet to the brain when he goes through those reports is that the survivors of the kidnappings always mention that they were threatened that if they didn’t quit their whining Fagen was going to skin them and sell their hides to someone called Ravage, who’ll ‘wear your face and kill your momma.’

Lastly, Jade has been spotted with a couple more agile types (a pair of catfolk) doing quick robberies, snatch and grabs, and burglaries. There’s rumors he’s trying to raise funds to hire a high powered lawyer for his friends.

The Stolen Lands refers to an area of the River Kingdoms between Brevoy/Pitax/and Mivon. Essentially this is a couple generations after a "Kingmaker" game which lets me milk parts f the Goelran setting I like but allows me more creative license to make changes.
Woodhaven is an alternate history version of a campaign I ran. Basically it's a slightly less successful version of a campaign kingdom with a slightly more successful Ivoretti.
Woodhaven was a very small kingdom when Brevoy fractured. It was one of 4 expeditionary mini kingdoms sponsored by Brevoy into the Stolen Lands. They first defeatedan attempted troll kingdom by a villain troll named Halgurka. They later added Varnhold as a vassal state after an incident involving a Cyplotian Lich, they straight out warred and conquered their more incompetent neighbor (I forget his name) after he tried to attack them through proxies. They then took the land that was another mercanary companies charter that failed to launch.
Really this has at best a tangential impact on the current plot and yes I buried it a little.

Amelia and Spiegel report to Lt. Callahan a few weeks into the increasing gang violence and serial killings of small individuals.
Spiegel avoids speaking any more than absolutely needed during the meeting, always standing a few paces behind Amelia, refusing to sit down, his only concession to decorum his removal of his smoked glasses, which he folds and places in an interior pocket of his suit coat.
Amelia however more than makes up for her bodyguard's stoicness.
Lieutenant Callahan, my employer, the prestigious law firm of First & Basil have provided myself and my associate opportunity to assist the Watch in a consultant capacity. As Mivon’s need is great at this time, and in light of recent events, we are reporting for assignment at this time.

Lieutenant Callahan, Roedar begins as his voice breaks with a slight squeak. I am pleased to be a member of the Watch Guard. Do I have a desk where I can spread out and get to work? I am particularly interested in determining the source of the leaked letter. The leaker is obviously just trying to sow dissension. But the string of recent murders is very troubling. Any priorities?

The leaker broke espionage laws which is not under our purview, that is a military matter. The murders are troubling as is the gang violence instigation. As much as Jade evading our sting previously annoys me I'd prioritize the violent offenders first. I'm glad to have3 the investigative help. Murtaugh and Amelia are our other investigators perhaps we should divide our resources and go after different cases.

The current gang violence plaguing the city, and a string of murders, whose victims have all been of small races, or children. While we will assist where and as you direct Lt., I am personally moved to assist with the string of what I am starting to suspect are serial murders. I defend those who have committed crimes for a living, but the unsub or unsubs that are committing these murders of small folk and children are not just criminal, they are monstrous, and I would see the person or persons answer for their atrocities before the eyes of the Law, and pay the penalty should indeed guilt be proven.

@Amelia: Valasca Callahan is a by the book says what she means and means what she says kind of woman. She has no bluff.
Regarding "Can Sense Motive and such be used on other PCs?" Technically when it comes to judging sincerity yes. IT is typically less info then NPCs but Amelia is technically an NPC.

As Roedar is a man of faith and conviction, and did quite well on said Sense Motive skill check, he would recognize there is no lie in the words of Amelia, only a look of strong conviction, and sincere belief in the power of just and equal law and the enforcement of such.
Amelia's face shows nothing but a sincere desire to see justice done even under Roedar's careful observation, as do the words she speaks. Her voice is even and sure, and her manners betray nothing but earnestness, with no sign of the behaviors that normally accompany someone dissembling or attempting deception.
