The D&D Rules Cyclopedia is the source document/rule set being used in this campaign. Weapon Proficiencies and Non Weapon Proficienies are allowed and creative uses of either will be rewarded.
The Thunder Rift is generally a low magic environment, making a +3 or greater item very rare indeed.
