I like both of Rilka's ideas.
If we took over a gang area, and then started to spread our influence we could use the criminal element to destroy the criminal element. Once we have usurped and or destroyed our competitors we could fold the organization into existing police state.
If we did the neutral ground tavern we could hire ourselves out as strategy consultants/fixers. "You have a criminal problem? We have a criminal solution!
Something that we will all need, Toramin more than others is someway to shield our alignments.

Some Aaismar have the human subtype too. Couldn't he just say he was one of those? Mostly, I don't see the point since there are no mechanical effects and he already picked out an avatar and made a description.

Being passed off as an outsider and using the disguise spell to make yourself look like one are entirely different. The spell is very explicit that you can't change the type of creature you are.
I know of no such aasimar, not that the subtype makes a difference. It may not be an earth-shattering game effect, but it's RAW and I intend to stick with it.

It's the Scion of Humanity alternate racial trait. It gives them the humanoid (Human) type along with the Outsider (Native) type. It's here. It even specifically calls out spell effects.
Of course you may rule as you please, but I wouldn't expect Bjorkus to be too speedy to update given his moving schedule. That ish is stressful and time consuming.

Thanks for checking/looking out for your players, DM Omen. Perusing past character sheets (level 4 or so), I realize I did have the +3 class bonus listed, but for some reason actually didn’t add it to the final skill modifier. It said +5 as the total right next to (+1+3+4). Anyway, I fixed sleight of hand on the character sheet.

Dalton does not see starter funds used towards the job as payment; if none are present in the papers, he would reject the deal/talk them in.
If you mean 7000 gp total being the issue, that's 2000 gp more than what we were originally offered. Feel free to raise the stakes more with him.

How much were you thinking Toramin? I’ll be honest, I haven’t thought about the economics of the situation. We should discuss with Panrick “confiscation rights” of the equipment & coin we may run across in taking down the criminals. There will be operational, day to day expenses.

I suppose we're coming at it from opposite directions. Dalton had intended to get the papers on the table, then car dealer him into the extras - equipment, lodging, food, transport, etc.

This city hiring you for subterfuge problems is like an old person hiring somebody for computer help. They have absolutely no idea what's going on and hope that you can magically make the problem go away.
I've been trying to have different kinds of NPC and roleplaying challenges for you guys. I thought it would be interesting to run this as more of an open-ended mission with a general goal instead of a specific strait forward mission. Here, you guys will be calling the shots, and as long as you don't do something catastrophically stupid (like killing Panrick and leaving your Aestheric badges on his corpse) you aren't going to step on anybody's toes.

He is acting rather precious. That could be a front. (IE, the Mother of Dragons always protesting that she is a young girl and knows nothing of war.) It's a blunt instrument as far as manipulation goes.
Alternatively, he could be that precious. Which means that antipaladin will probably be making Hunter's Souffle inside a month. (He seems like the type.)
However, rarely do precious people rise to such heights of power, so it's a front seems likely.

Only one person can make the primary check, and each check can have up to two people assisting. You can have different characters making each primary check, or you can have one character making every primary check.
So you have one week I'm Grastle Hollow before your idea bears fruit. What else will you be doing during this time and where will you be staying?

I think statistics would be math-y and fall under engineering but thats just me.

Rilka has a +7+1d6 modifier to all of the mentioned knowledge checks...but your modifiers are pretty impressive Dalton, so maybe you should roll, with Rilka providing an aid to the checks (if possible).
As for what we’re doing during the week. Rilka planned on following some pick pockets, trying to discover where they fence their stuff; lose some money at a gambling den (gathering names and general information in the process); read graffiti, see who is writing what. Asking my fellow players, would Rilka spending a day/night in prison be a good way to gain information about the underworld? Just a thought.
Maybe pickpocket one of the PCs in view of some thieves, see if they confront Rilka...though maybe that might be a better gambit later.
As for where we’re staying, at this part of the plan, probably in a moderately priced inn.
