I think those are near misses, but let me double check.

Is this correct? I calculated like this...

Fail by 4.
Unrest increases by 1.
2 (d20)+ 18 modifiers - 0 unrest = 20
vs Control DC = 21
Fail.
No BP added to the Treasury.

And I think your Spreadsheet is Terrific! Very Clear. Colors make it easy on the eyes. I also like that you got the city maps on there. Great!
I saved an original and a new version. But there were some things I couldn't update on the my version. I couldn't change the Alignment, or which variable to put Bingo's modifier on (Stability instead of Economy). I didn't want to futz too much for fear of changing your formulas.
Would you be willing to update and then post?

For Month 2 I propose--
We Claim The River Crossing Hex
Put a Farm on it.
Put a Road on it.
We Build a Stable (for Kaeso)
and another House.
Any thoughts? Let's decide by Thursday.
(Oh, and I picked Stable instead of Barracks this time for Kaeso, because Stables make money. We're already more than halfway thru our BP)

A couple of small differences:
We also built a House last round, so -1 to Unrest, and another -6 BP
And I didn't follow up... I was hoping the Fangberry Patch counts as
"Farming a Special Resource" +1 Economy, extra -1 to Consumption.
So for Consumption last round I had -1 promotion edict, -2 hexes, +2 farm, +1 special resouce = 0
(Is City another Consumption? Then -1)
For Unrest this turn I had another -1 for the House.

Me and Dris are both trying to find a balance of everybody getting a little something that they want-- and trying not to starve our people or go bankrupt.
I'm holding back from super-optimizing, cuz that'd probably bore you all, more than I am already. (I wasn't kidding, the optimum buildings are NOT the ones that goodly, responsible leaders would gravitate towards first-- Black Market, Brothel, Taverns, etc)
So my thinking is that each character gets a turn picking something they like, but balancing it with what we need most.
Here's the list of buildings and what they give:
Kingdom Building
We don't have to be super-optimized, but we really need to keep boosting our Economy in the near future so we can afford to expand and build.
Try finding buildings your character would like, and yet have a bonus to Economy. (Stables instead of Barracks for Kaeso, for example.)
I was thinking in the 3rd month Mornie might like a Library or Dris might like a Shop. Both of these generate income.
And to be clear... in about 2 more turns we're going to run out of money, unless we start making some good Economy Rolls.

Great Suggestions for next time Ionnia! Good finds!
So while we ponder what to do for Month 3-- Shall we go exploring?
We have 3 weeks to adventure, before we have to be back for city business.
I recommend we start with the Hex to our East then either
A. Clockwise around our Capitol or
B. The 5 unexplored hexes to our East.

In going back over things I realized that Buildings don't have a permanent bonus to reduce unrest-- they're one-offs.
I thought they were permanent like Farms continuously reducing Consumption.
That being the case...
In Month 1--can we build the Shrine, but NOT the House, after all?
Since the Shrine reduces unrest, the House's bonus would just be wasted.
In Month 2-- We'll build a house to reduce unrest THIS time.
(And still the hex, farm, road, and stable)
We'll also have retroactively purchased the Scroll of False Life-- 150 or 300 gp?
I've reconsidered-- I think we should Cash Out our Unclaimed Loot. The Kingdom can hopefully generate its own BP, and Cash is hard to come by.
So including the Sneeg Reward from Restov:
Cash: 6298.2 gp
Unclaimed Loot: 12645 value --> 6322.5 gp
Party Treasure Cash Total: 12620.7 gp
I recommend keeping it as a communal party treasure for a while.
1. A scroll of Raise Dead for Norn= 5,000 gp
2. A scroll of Speak with Dead with Unicorn= 750 gp
3. Scroll of False Life that appeared in Shrine, I think= 150 gp
And NEXT--> I think we should take out 2000 gp and have Mornie make Ionnia a Headband of Inspiring Wisdom.
In the whole time she's adventured with us, Ionnia has only ever gotten a Club. That's it. A club. So I say let's take some of our money and buy her something nice.
(Ionnia, It could be anything else you could buy or Mornie could craft with 2000 gp, but the headband helps both you AND the Kingdom. Your choice tho.)
And when Mornie gets back we'll give her the same to make a Headband of Vast Intellect.
What do you guys think of those suggestions for spending our some of our Loot?

Correct on what happens with unrest. those -unrest are one offs. We can retconn the purchase to be in the two months, meaning you are at 0 unrest now.
You could have purchased the scroll. It's market price (150g).

Don't worry, Kaeso. I know I'm going all Sheldon Cooper on the Kingdom Building details and boring everyone. That's why I suggested adventuring at Month 2 (it usually doesn't happen again for a year in-game).

Month A - 1 week of business then 3 weeks of adventure
Month B - 3 weeks of adventure then 1 week of business
Month C - 1 week of business then 3 weeks of adventure
... and so on
That way it's 6 weeks of adventuring, and 2 weeks back to back of getting kingdom done.
Any way is fine with me, but looking like we are going adventuring next?

EFFECT

Target one weapon, suit of armor, shield, or tool touched
Duration instantaneous
Saving Throw none (see below); Spell Resistance no
You change the size of a weapon, suit or armor, or other item to be appropriate for a larger or smaller creature, or for a creature of a different basic shape. Changing both size and shape would require two separate castings of Custom Fit. Up to 50 pieces of identical ammunition are considered to be 1 weapon for the purposes of this spell.
Custom Fit does not change the fundamental nature or function of an item (an axe cannot be changed into a hammer, for instance), but the item's hit points do change to match its new size, if appropriate. If an item transformed by Custom Fit is destroyed, it returns to its original size and shape if repaired; similarly, if the item is melted down or otherwise reduced to its components, it only yields the amount of raw materials used to create the original item (it is not possible to create wealth with this spell by enlarging items made of valuable materials).
Intelligent magic items may only be affected by this spell if they are willing. An unattended intelligent magic item may resume its original size and shape with 1 minute of concentration.
Example: an ogre's +1 breastplate could be resized to fit a human, or reshaped into barding for a warhorse. It would take two castings to change the armor into barding for a riding dog (once to change the size, once to change the shape).
