Fair enough, I wanted to make sure we were on the same page as to what was happening here and I don't want to see you have to jump ship because of it. I also wouldn't consider her dismissing Alayna's concerns out of hand, Nessa said she'd consider it, and she will. Sadly this is Nessa we're talking about, and she will take a while to be able to let go of the girl, if she can.
I can also see where you're coming from about a bad environment, it isn't the best to raise a child, but it is a lot better, and safer, than being alone on the streets so at least Sylee's moving up in the world. We'll work through it all eventually, just a matter of how.

You're both correct though, this is a terrible environment to raise a child in due to the danger primarily. If you really want to convince Nessa to give Sylee up this is the way to do it. It may take a while, but you'll be able to succeed eventually.

It's always pleasantly surprising to see a situation not evolving as you thought it would. You're giving me a challenge, and I like that. ^^
I try to give everyone a chance to get into the spotlight, and it's not always easy.

I was thinking of using NPC Contacts, first described in the Ultimate Campaign
But I'd like to find a simpler system, something along these lines:
you got (1,2 or 3)+Cha bonus "contacts points" (CP) at level 1. You can spend those points for
someone having a NpC class (adept, expert, warrior...) Cost=level
someone having a PC class (Rogue, Barbarian, etc..) Cost=Lvl+1
An Aristocrat contact cost Lvl+1 contact points
You can get 2 commoners for the cost of of 1 contact point.
Example: I start with 4 CP, I can start with
2 level 1 commoner (1CP)
a level 1 expert (1CP)
a level 1 Cleric (2CP)
Each level, you can get 1+Cha bonus contact points you can use
either to get new contacts at the usual cost
or to level up one of your contacts (Cost=New level CP+1 for character classes, Level CP for NPC )
Example: I level up, I got 2 more CP. I can get two new level 1 contacts, but I prefer that my buddy in the local temple gain a level... But I don't have enough CPs! (a level 2 cleric would cost 3 CP)
You can keep your contact points, at start or from level to level, and "burn" them to have an useful contact in the story. It will cost you 1 more CP (I need info on the local gang war situation, I can "burn" my 2 CP to recognise an old friend among the guards, getting a level 1 Warrior contact)
Using contacts would be a DC 15 diplo check, 10 for very basic, non risky stuff, 20+ for more troublesome stuff.

I'm sure I've asked this before but since I can't recall and am trying to add a section to my alias for people important to Nessa I figure it's a good place for me to record these things. Here's what I can't recall about Sylee:

So I went digging in the back of the book where St. Casperien's was and sure enough it does mention Sylee by name, never found a description or picture of her though.

Here is what I have for Sylee, let me know if it is acceptable.
Sylee is a young human girl of five years with shoulder length mousy brown hair and blue eyes. She is small for her age standing just under three feet tall and weighing about thirty pounds. She has a small dolly with one missing arm that she carries around and is only now starting to get decent food and care after living on the streets. Due to Nessa's personal issues and behaviors it has been difficult for Sylee to feel secure as the tiefling is having a hard time thinking of others. Despite this Nessa seems to be determined to make this work and change for the little girl's sake and recent discussions seem to have helped reassure the child about her place in Nessa's life.
