The specific rules regarding potions are generally ignored. :)
Usually only spells with range: touch are allowed. Making the drinker the one and only target of the spell.
Range: personal spells are specifically not allowed by the rules. A potion of longstrider, for example, is not allowed.
This means that potions of bless are already an exception to the rules, and having it apply to all allies is another exception on top of that. The same goes for say potions of enlarge person.
The work around obviously is to substitute wands and scrolls in place of the potions. This, of course, further restricts the non-casters from employing certain magics. :P
(Full disclosure, this would make Kip's potions of negate aroma illegal. And Nim's potion of haste. And Durin's enlarge person.)
I only mention the above for information. I am not advocating any particular ruling or play style.
EDIT: If one purchased the water breathing as an oil instead of a potion (the cost remains the same as does the action to employ it) you could rule that the duration could be divided out amongst all those touched as per the spell. For example, Kip uses a SA to pour the oil onto his hand and then proceeds to touch up to 6 allies, with the duration (2 hrs/level) divided evenly by those touched. Just a suggestion. :)
(And could apply similarly to all touch spells, but still not personal spells, as the rules are clearly trying to keep certain types of spells out of potion form.)

Malthir based this upon your ruling that bless worked like the spell...on everyone. We have done this multiple times through the chapters.
If drinking the potion has the same effect as the spell not sure why it wouldn't work. Remember you can't make a potion that has a range of personal so I don't think it is that much of a reach to think they would work as the spell. It would say it wouldn't work that way if that was their intention...IMO.
But it is your game so I have no issue with the ruling.

As I said, I wasn't ruling with any kind of absolute certainty; I was making a snap decision at work to help keep things moving. Its now the weekend so i've had time to look back through our chapters and i'm happy for the potion to work "as the spell" and divide it between you.

Who knows, by then that ridiculous baseball thing you have going on might take root somewhere other than US and Mexico ;).
The main reason the US doesn't get futbol/soccer is that there are about 4 other major sports that everyone is into as well. They can't really handle another pastime.

It happens from time to time I hope Alex is able to just take a break and pick it back up when he is able. I just passed through my annual busy time and am coming out the other side. My slowest time of the year is usually Mid-November through December.
