Long ago in the tribal lands, of what is now known as Attica, Arcane Magic hurt and killed a lot of people. Arcane Magic was then banned.
Two nations later emerged and one side employed Arcane Magic. That side won and during The Great Union placed Arcane Magic under the order of the Forums of Nethys.
The Forum of Nethys is now Under the supervision of the Counsel and the head of the Forum is the Great Administrator. Arcane magic is full of vibrant colors and noise. Easy to spot. Sorcerers are killed on site...if they get caught.

After the Great Union, and the domination of Attican soldiers, the central city/state of Attica became the main citizenship and whoever is a citizen of Attica has all the freedoms associated with the state. One can only be a citizen through birth on the mother's side. Atticans appear fairer skinned and dress in appropriate attican fashion. Typically lots of color and fine cloths and silks.
The counsel is an order that watches over all of the city/state of Attica and the Attican Empire. They have power over the Emperor, though they don't always interfere. The Grand Administrator reports to the Counsel. The army is completely loyal to the Counsel. Under the Emperor are governors of each province and under them are mayors for each region or large enough city. A governor is replaced by a counsel selected mayor and the emperor is selected by the counsel from the governors. And, of course, they must all be citizens. Each upper level of office, though, has their own small armed force that is loyal to the emperor, governors, and mayors respectively. These are made up of citizens, as well. When a member of the Counsel dies, they are replaced by the Emperor.
Those lacking citizenship could be subject to a verity of restrictions. Limit on how much land one can own. No influence in the laws or the Empire's operations. Other business restrictions may also apply, such as not able to get a loan or marriage restrictions. And, of course, extra taxes.
Slavery could be a punishment or something you can be born into. It is only for those who are not citizens of Attica. Slaves are treated fair but can be killed for disloyalty, but not abused...unless for punishment.
Also, Divine magic is not illegal and much less regulated, however negative energy is still prohibited. For healing magic or just doctor treatment people go to the Temples of Sarenrae. They are all around.
There are temples of all the non-evil Gods, though and they are all around the Empire.
