Minor spoilers ahead...
Do the pc's really need to purchase the medal they get for winning the race? The chronicle sheet lists a price. Is this medal just given to the pc's, or do they have to pay for it (if they want it)?
It seems like a let down to have to buy their award medal, and it's definitely not overpowered.
Same question for the flashlight. This seems more reasonable to require purchase.

Listing of items on chronicle sheets always grant access to those items, which players can choose to purchase or not, subject to the normal rules.
There can no question about what is intended as this chronicle sheet even states that clearly: "You can purchase these items following the usual purchasing guidelines."
