Can you add the same skill multiple times to a check? Like if Zadim uses a blowgun choosing stealth as his skill, can he then use his power to recharge a weapon to add the stealth skill to his check?

Absolutely, as long as you're using different powers and abiding by the one of each type of boon for each character rule.
